PERMANENT BUILDING COMMITTEE
Minutes of Tuesday September 2 1997 Meeting in Room 111 , Town Office
Building, as approved December 9 , 1997
The meeting was called to order at 5 38 p m by Chairman Bruckman with
other committee members Johnson, and Kelley, as well as Director of
School Building Operation John Moynihan and project manager Fay
DeAvignon present Also attending were School Committee Chairman Feltz
and Dawn McKenna HMFH was represented by architects Dorthea Hayes ,
Philip Lewis and Deborah Collins , and Arthur Duffy
Handouts included packet of site and building plans , including building
elevation sketches, where additions would cause significant external
changes , preceded by prose project descriptions Only the high school
plans were on 11 x 17 paper, for which committee members suggested
folding in presentation copies All material appeared in landscape page
orientation Additional cost information appeared for at least one
school (Diamond) , including cost figures incorporating coordinated
interpretations of site plans Project Manager D'Avignon has par-
ticipated with the architects in compiling some of this information
The remainder of the handouts constituted worksheets for the committee
to reconfirm their final decision on extent of mechanical/systems , site
and building work for all schools except Fiske The first named were
separately grouped All items listed, the architects explained, are
major areas where significant savings might be made Since many of
these decisions were redundant for most or all schools , they are
summarized here
Mechanical/Systems
Nearly across the board the committee agreed not to replace one of two
boilers for the heating systems, with exceptions at Hastings , where the
option of adding a section only existing (quite new) boilers or adding a
new one was offered More cost data requested for this decision as well
as for conversion to oil heating from the existing electric/heat pump
system at Clarke At the high school replacement of only one boiler at
the science building was rejected (Boilers for the rest of the school
were just replaced )
A solution modified from the first choice for univents (to replace,
clean recondition all internal parts while keeping the univent casings
Moynihan specified removal and cleaning of coils, and replacing all or
most of guts and motors, inspecting and fixing/replacing all shafts and
bearings as needed He also called for pneumatic controls , not digital
Since conversion to gas was rejected, oil tanks in some schools will
need replacement or increased capacity (Bowman, Bridge, Harrington and
two new at the high school main building) The other schools have
rather new oil tanks
The committee inclined toward not eliminating air conditioning from
auditoriums in the secondary schools , citing their heavy use for public
functions They called for more costs from the architects

Quite clearly, sprinkler systems must be installed at all schools ,
however, lightning protection systems were rejected for all schools
Lighting chosen was 2 x 4 parabolic fixtures in all areas except for
libraries and computer rooms (and school offices?) The committee agreed
generally to delete occupancy sensor lighting controls and new intrusion
alarm systems , except where new construction Agreed to upgrade the
fire alarm service to the buildings, rather than replacing them
Generally, it was agreed that water pipes do not require replacement
However, the high school science building waste system is to be re-
placed
At most school building some improvement of exterior lighting was called
for , particularly at the high school , where present lighting is rented,
and might be cheaper to own At the field house, the lighting and sound
system were deemed satisfactory as is and not needing replacement
Site and buildings
Storm drainage systems - underground or surface
Deduct underground ($100 , 000/elementary, $200 ,000 Diamond, add allowance
of undetermined amount for surface detention areas) This did not
appear as an option for Clarke, Bowman(?) or the high school due to
severe wetland involvement Committee agreed to eliminate irrigation
systems and hydrants from all schools
Committee agreed that savings from keeping the tiers at Estabrook was
far outweighed by the disadvantages of continued poor use of space and
loss of an excellent location for a new media center
Casework throughout the elementary schools should be refurbished where
existing and not disturbed by changing univent exteriors Small
casework should be built in sink areas only Counter tops should be
replaced where needed, along with new sinks No tall storage will be
built in classrooms Tackboards and markerboards will be refurbished in
a minor way with new supplied principally in new construction
Roofs will be redone only for schools that will need them, such as
Bowman and Bridge For soffits , aluminum was strongly favored over
lead-coated copper (a saving of about $10 ,000 per school ) Window
replacement was indicated as needed for Estabrook, Harrington, Clarke
and the High School main building
(Reupholstering of only the few auditorium seats at Clark where needed
was recommended at a previous meeting )
Due to concerns about leaving a hazardous legacy for the future, the
committee recommended replacement of all vinyl asbestos flooring
Soundproofing will basically remain as is , with replacements only where
absolutely necessary Waffle ceilings at Diamond will be covered to
facilitate installation of new lighting fixtures

Additional decisions on the high school building improvements remained
at adjournment , and the Chairman and Peter Kelley agreed to meet with
John Moynihan to complete this work tomorrow morning
Site Plan Changes were agreed upon for Diamond that only the west
parking lot should be reconfigured, and that the east parking area
should be repaved where needed, leaving the pavement the same This
will mean a reduction parking spaces from 158 to 126 Moynihan cited
bad pavement problems there that might require reconstruction
At Clarke, the committee conceded that the top parking lot may need some
reconfiguration for parent drop-off and turn around
Deemed that Estabrook does not need any more parking
Meeting adjourned at 9 45 p m until Friday, September 5 at 7 30 a m
