PERMANENT BUILDING COMMITTEE
Minutes of Tuesday August 26 1997 Meetina in Room G-15, Town Office
Building, as approved September 16, 1997
The meeting was called to order at 7 38 p m by Chairman Bruckman with
other committee members Johnson, Kelley, Poinelli and Touart as well as
Director of School Building Operation John Moynihan and project manager
Faye D'Avignon present Also attending were School Committee Chairman
Peltz HMFH was represented by architects Dorthea Hayes, Philip Lewis
and Deborah Collins, in addition to Stacey Bridge and Randy Sorenson of
Carol Johnson Landscape Architects
Preparations for next week's and September meetings has begun with
Chairman' s compiling schematic costing and project descriptions as-
sembled in a booklet for consumption of town officials and Town Meeting
Members Shaving cost so that the total does not exceed $83 million
will be a most difficult assignment for all Bruckman verbally sketched
out work after September 15 design development for the two middle
schools , with minimum charges by HMFH He also advised the architects
not to let Fiske School slip through the cracks , now that the committee
has decided not to build a new school on that site
Moynihan requested complete sets of all drawings , including site plans,
full size and mounted for viewing by school personnel The following
week another set , complete with color and elevation plans , will be
needed for presentation at public meetings , beginning with the September
10 League of Women Voters information meeting
Revised hiah school site glans were displayed by Sorenson, who noted
that they were designed with safety and flexibility in mind The
committee immediately raised objections to the parent and bus drop off
plans , citing school staff requirements of ability to monitor the
loading and unloading of buses and need for a feasible, enforceable
parent drop-off Widening the roadway alongside the southern wall of
the now-J house was suggested as a place for possible parent drop off or
stacking of school buses at peak times if there were notj
quite enough
space for all of the buses around the curve from the main and athletic
entrances The LABB Park Drive side drop-off was generally approved,
pending possible adjustment for wetlands
Revised budaet sheets for Estabrook Harrinaton Hastinas Clarke and
Diamond were distributed These were updated with additions for
substitute solutions for items cut So far the landscaping and trees
parts of the site plans remain Among some of the adjustments At
Hastings existing wood casework will remain, but no new installed In
the halls ceramic tile will be substituted for structural glazed tile
There will be no new stage curtain Lockers will be substituted for
classroom coat storage Acoustic tectum will remain only in music, art
and SPED rooms Parking at each elementary school will be for 75 cars
with possibility of enlarging for 25 more There will be no change to
the upper parking lot at Clarke At Estabrook the site will remain
mostly as is, with only resurfacing/reconstruction of the paved areas
In general more price information is needed and safety issues must be i
addressed, the committee declared Except for Clarke and the high
school , site plans should remain as presented (and revised for cost
economies) , the committee instructed

It was further told the architects, that although the fitness center at
Diamond must stay in the plans to provide a necessary third teaching
station, the locker room should remain otherwise as is Also at Diamond
(as well as other applicable schools) , gym dividers should be vinyl nets
rather than operable walls A wood floor for the gym was advised For
the canopy area at Diamond, omission of the brick veneer was recommended
to save money However, repair to the back parking lot were deemed
totally necessary Casework in the building should remain but be
refinished and skylights should be replaced in the gym Existing waffle
ceilings in classrooms should remain Marker boards should remain where
they exist, but new ones are to be installed in new classrooms
Projection screens are to be in all classrooms, windows and blinds are
to be replaced
At Clarke renovation of the locker room is to be eliminated from plans
However, windows must be replaced because they are obsolete and cannot
be repaired Casework was not originally build into the building due to
lack of walls , but the storage needs of teachers must be addressed
either by casework or furniture (teachers workroom space has been
eliminated in the new plans)
At Estabrook architect Collins noted a need to replace windows and
plumbing in sinks Committee instructed architects to carry the
demolition of the tiered area Replacement of windows is essential at
Harrington as it proved unaffordable in a previous round of improvements
for that building At all schools provision for voice and video in all
rooms is necessary
Committee lamented that all schools , with the possible exception of
Fiske and the high school , are way over budget unless considerable
cutting is done The worst offenders are site costs, with Hastings most
notably over target Committee asked why Moynihan expressed dismay at
the enormity of cost overruns and tardiness of information from the
architects He will meet tomorrow with Friedlaender of HMFH
