HomeMy WebLinkAbout1997-08-21-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Thursday August 21 1997 Meetina in the Selectmen's Meeting Room, Town Office Building, as approved November 4, 1997 The meeting was called to order at 7 42 a m by Chairman Bruckman with other committee members Kelley, Poinelli and Touart present Also attending were HMFH representatives Dorthea Hayes, Philip Lewis and Deborah Collins Review of cost economizing measures reconfirmed and refined the commit- tee recommendations made at the previous meeting Sodding and irriga- tion should be eliminated Parking improvements should be made only where absolutely necessary due to additions or safety Granite curbing is needed only where buses load and drop off Otherwise bituminous should be used Inside buildings high ticket items such as casework and windows should not be changed, replaced or installed where not existing unless absolutely necessary At Estabrook more than $100 ,000 worth of asbestos removal work was found If windows were not replaced $400 ,000 could be saved More could possibly be saved by using ceramic tile rather than glazed structural tile The gym floor is good now Recommended that special wood chips be used instead of the plastic covering called for in the site plan Casework versus parity issue was again discussed with the issue to be revisited next week with other schools Reminded that the committee must be prepared with data at the September 8 Selectmen's meeting and at the public information meeting of September 10 Cost will have to be broken out for the following aspects of the project Program (policy) Enrollment Deferred maintenance Meeting state reimbursement standards Safety/site/parking Chairman Bruckman suggested using a pie chart , working percentages for each category with a prototype school (Estabrook?) and then applying the percentages to all schools Parameters for the first category are 22 pupils per class , with 80 percent space utilization The total space is planned for peak enrollment In elementary schools case work should be only at sink areas Price quotations for furniture were requested Poinelli asked that a per- centage be broken out separately for hazardous materials Data on presence of hazards such as asbestos was gathered by non-destructive poking around combined with reading the AHERA reports, which were done fairly recently Additional queries of the committee Is underground water runoff detention really needed at all sites? Recommended that above ground detention areas be employed wherever possible, as underground facilities are more expensive to build and maintain Also questioned again whether sprinklers are really needed The fire chief and insurance impacts should be checked Several wondered if complete locker replacement and PBC Minutes of 8/21/97 - Page 2 reconfiguration of the shower/locker room area of Clarke really need to be done Architects were instructed to plan to reupholster only auditorium seats in bad shape and leave all others alone Questioned whether wiring was also being replaced when replacing plugs Recommended the architects work with TMP and have the TMP come to next week' s Thursday meeting to answer the committee's "What?" and "Why?" questions Information on soft costs above construction are being compiled by HMFH Design contingencies are being carried now, but these will disappear when the project(s) goes out to bid It looks as if a percentage like 12 percent will be added for "general conditions" contingencies Included in this are overheads and profit , plus project management, clerk-of-the-works, etc VOTED three to one not to construct a new Fiske Chairman will check with the two absent committee members ( Johnson and Himmel ) on this Meeting adjourned at 9 15 a m Respectfully submitted, Erna Greene Secretary {
