HomeMy WebLinkAbout1997-08-14-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Thursday Auaust 14 1997 Meeting in Room 111 , Town Office Building, as approved September 16, 1997 The meeting was called to order at 7 35 a m by Chairman Bruckman with other committee members Johnson, Kelley, Poinelli and Touart present Director of School Building Operation John Moynihan appeared briefly Although a quorum was present, a glitch in the meeting notice will require that all action taken be reconfirmed at the next legal meeting Touart and Poinelli reported briefly about their meeting with a group of sympathetic people from the League of Women Voters Minutes approval was VOTED for the following meetings July 3 , 1997 , previously approved, with all references to "David Horton" to be changed to "David Crumb" July 8 , 1997 , as amended July 10, 1997 , approved 7/15/97 , re-approved with corrections from Walter Pierce incorporated July 15, 1997 , as amended July 17 , 1997 , as amended July 22 , 1997 , as amended July 24, 1997 , as amended July 29, 1997 , as amended July 31 , 1997 , as amended Proiect Manager hiring negotiations were reported by Moynihan Faye D'Avignon is to start on August 26th and work two 40-hour weeks at the outset to get up to speed However, she is firm on an hourly rate of $70 VOTED to hire her to be retained on a consulting basis with no definite time commitment The need to educate Town Meeting Members and then the general community was discussed in terms of types of information to cover and emphasize by September 15 Copies of the HMFH "Master Plan" must be available, as well as a statement of goals, including parity among schools Other data should include process , scope, tax impacts, a school by school summary of what is proposed as well as site and floor plans, along with an elevation illustration to facilitate visualization Bruckman proposed first giving an outline of this report for format approval Acknowledged that cost consideration is foremost in the minds of many townspeople The reimbursement of 59 percent of the cost should be emphasized, along with the fact that $24 million of the project 's cost alone was recommended by the BFC This figure does not include soft costs , accommodation for the bulging school population or program- matic parameters of School Committee and new state requirements The Capital Expenditures Committee is currently calculating costs with no state reimbursement Bruckman is communicating with CEC as well as Appropriation Secretary will count the PBC meetings on the project Meeting adjourned at 9 02 a m , Respectfully submitted,
