HomeMy WebLinkAbout1997-08-12-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday Auaust 12 1997 Meeting in Room G-15, Town Office Building, as approved September 16, 1997 The meeting was called to order at 7 35 p m by Chairman Bruckman with other committee members Johnson, Kelley, Poinelli and Touart as well as Director of School Building Operation John Moynihan present Also attending were School Committee Chairman Peltz HMFH was represented by architects Dorthia Hayes, Philip Lewis and Deborah Collins, in addition to Stacey Bridge of Carol Johnson Landscape Architects Committee member Touart reported that the library building committee would be meeting tomorrow afternoon at 1 30 p m Site Plans Review began with the hiah school , where over 100 spaces are planned to be added to the three existing parking areas (to a total of 471) , which are to be reconfigured New traffic patterns would be established with two curb cuts for vehicle access to/from Worthen Road Bus drop-off is envisioned between the new main entrance and the new athletic entrance facing Worthen Road, with the lot to accommodate student as well as visitor parking In the preferred sketch of two parking lot layouts , the bus drop-off would largely be free of vehicles searching for parking A second drop-off area that would be exclusively for the LABB program in A-B-C houses would be subject to springtime wetness , it was pointed out Poinelli called for landscaping recogni- tion of the Muzzey Street alignment of the old front entrance and courtyard This would be preserved as a pedestrian-only access, as the present roadway to Muzzey Street could be blocked off This would be feasible if the two parking areas accessible from the Waltham Street driveway remain connected, as they are presently and not separated as in the sketch plan, a feature not favored by the committee Also suggested were possible traffic pattern revisions that might further segregate parent and school bus drop-off A revised Clarke site plan showed a bus drop-off loop as part of the lower lot along the brook and featuring expanded parking closer to the gym/voting entrance The upper parking area accessible from Stedman Road would be somewhat expanded About 85 to 90 parking spaces would be available, in addition to the lower lot near the tennis courts Committee members questioned the exact numbers of parking spaces, which Bridge said will be counted Diamond revised site plan with parent drop-off at the front entrance, which would be highlighted, was liked by the committee Bowman' s latest site plan revision was called a creative inspiration with fresh thinking about use of the area behind the school The bus drop-off would be a small island-protected area off the roadway Bridge School bus drop-off has recently been on the left side of the school The site plan offers a regulated turn around at the end of the rear bituminous play area Estabrook plans show no significant change Moynihan and Bruckman urged that the entry road be widened PBC Minutes of 8/12/97 - Page 2 Harrinaton parent drop-off would be accessed from Lowell Street while buses would go in from Maple Street Two way use of the Lowell Street entry road was not deemed advisable Hastinas play areas have been grouped in the back of the school Ms Bridge was asked to give the schools the new site plans , which were much praised by all present The committee then launched into a detailed review of replacement versus reconditioning at each school , after some more general comment on doors and casework The cost of a new door and frame appears to be about $300 more than reconditioning with new hardware Noted than the case work at Diamond is mostly in bad shape, while that at Clarke and the high school were never fully analyzed in the Archetype report Probably casework at Bridge and Bowman should be replaced Estabrook windows are to be replaced The bluestone rear patio surface will be replaced with concrete as it is deteriorating There will be no new roof there Harrinaton window replacement materials were debated with vinyl-trimmed ! wood more favored Wood would be natural finished on the inside Doors and lockers are to be replaced because they are in bad shape Replace- ment of casing only if in bad shape was recommended Also suggested that placement of new sprinklers be along side walls instead of breaking into good ceilings Hastinas gym floor had its last sanding when the school was reopened The ceiling of the lower hallway presents special sprinkler problems due to the double layer Nearly all classroom doors present clearance problems for ADA compliance The roof does not need replacement Need for cost fiaures by September 2 was described by the committee as "absolute and urgent " Architects reported that Clarke, Diamond and Estabrook school plans and spread sheets are now being worked on by Daedalus The September 10 meeting will be the time for revealing complete plans Possibly there will be a Thursday morning preview The Selectmen need to see plans early in the process The PBC need working copies two weeks before September 2 The first three schools should be ready next Tuesday - Estabrook, Diamond and Clarke Bridge, Bowman, Hastings and Harrington will follow next For Fiske it was recommended a budget be carried The high school plans and estimates will be the last to be completed Site plans are included in Daedalus ' costing Work on soft costs and updates is also going on Moynihan is supplying base numbers on the technology plans and costs Proaress on hirina a project manager was reported by Moynihan, who will meet with Faye D'Avignon tomorrow Town Manager has ok'd paying her Committee will review science and art room layouts next Tuesday Meeting adjourned at 9 52 p m Respectfully submitted, y � �Q �l/lam Secretary LL
