PERMANENT BUILDING COMMITTEE
Minutes of Thursday July 31 1997 Meetina in Room 111, Town Office
Building, as approved August 19, 1997
The meeting was called to order at 7 32 p m by Chairman Bruckman with
other committee members Johnson, Kelley, Poinelli and Touart as well as
Director of School Building Operation John Moynihan present Dawn
McKenna was also present
Interview with Nancy Rubenstein proceeded with Moynihan posing the
questions When asked about her experience, Ms Rubenstein told of
working for Turner Construction Company in Philadelphia and for the City
of Boston in Public Facilities Management She also worked for a real
estate developing in public interface issues and financing In explain-
ing her understanding of the owner's representative role, she commented
on unexpected problems especially in renovation A query about schedul-
ing and phasing brought a note that she uses Microsoft Project program
in her work She characterized herself as an advocate for getting
parties together and communicating at the outset of projects Currently
she is working on eight projects at Tufts University She noted that
she will not be available until the third week in September full time
Between interviews the committee undertook a more specific description
of the project manager' s job as 20 to 30 hours per week until at least
December, after which it could be a scaled-down project if a Prop 2 1/2
vote is unsuccessful or it could blossom into a full-time position
Interview with Faye D'Avianon proceeded with similar questions from
Moynihan Ms D'Avignon, trained as an architect , has been in project
management for 20 years and on her own in that capacity for over a year
She talked about "level of confidence and comfort" and described herself
as someone "who takes the reins" Scheduling is accomplished by hand,
plus Project and Excel Public presentations were commonplace in her
work with Wellesley College and dealing with their board of trustees
However, she does not have experience with Chapter 149, the public
bidding law, although she has done some work involving municipal
officials Praising the committee for looking for help early in the
project , she stressed the importance of long-term investment values to
be kept in mind when making construction decisions She said she likes
flex-time in her work and asked the committee about the anticipated work
load Progress of the Lexington project was summarized
Discussion of candidates found the committee favoring D'Avignon due to
her greater hands-on and general experience, even though she does not
have specific experience or knowledge of chapter 149 Moynihan will
report on references check of both candidates
Future clans include giving directions to the architects on four schools
- Bowman, Bridge, Clarke and Diamond - next Tuesday Also noted the
League of Women Voters ' August 13 evening meeting, where PBC information
is needed The LWV has not taken a stand on the school project
