PERMANENT BUILDING COMMITTEE
Minutes of Tuesday July 22 1997 Meetina in Room 111, Town Office
Building, as approved August 19, 1997
The meeting was called to order at 7 36 p m by Chairman Bruckman with
other committee members Johnson, Kelley, Poinelli and Touart as well as
School Committee Chairman Peltz and Director of School Building Opera-
tion John Moynihan present Also attending were HMFH representatives
Dorthia Hayes and Philip Lewis
Handouts included existing conditions reports on four schools that
included summary sheets on top that were missing systems reports from
the engineers Of the reports not yet presented, Estabrook's was
promised earliest, as it was requested as prototype report at the
Selectmen' s July 28 meeting Ms Hayes explained that the grey items
refer to specific deficiencies while the remaining categories are for
more general deficiencies Asbestos information is not due until the
end of July, and site refurbishing information is to be supplied by
Moynihan
Bridge and Bowman windows - whether or not to replace them came under
considerable discussion, both as an economic issue as well as code
requirements and their enforcement by the town and the SBAB The
present windows at these schools are working well but do not have
thermal panes The sixth edition of the state building code will be
followed
Diamond options were shown in rough elevation renderings with a canopy
strip in the school bus dropoff area After a quick review, the
committee VOTED approval of option G that features a two-story wing
along the glassed corridor and west of the gymnasium as well as a one-
story addition extending the library toward the administrative area,
subject to site issues The alternate option C would have expanded
back from the present delivery area side of the cafeteria Concerns
about structural and snow drift possibilities with the one story roof
adjacent to a two story roof were expressed by committee members Hayes
noted that roof reinforcement is planned for the area
Issues for Monday July 28 Selectmen' s meeting were debated That the
project is reimbursable is a given, the committee stated Thus portable
classrooms must be replaced with durable construction and dedicated art
and music rooms must be restored The committee decided that there
should be a 30 to 45 minute presentation uninterrupted, that would
include background, educational impacts , financing and considerations in
decision on renovations and/or additions The spread sheets could be
shown as aids for specific decisions by the PBC Bruckman added that I
value analysis might help in deciding issues such as whether or not to
replace the windows in Bowman and Bridge
Meeting adjourned at 9 30 p m until Thursday, July 25 at 7 30 a m
