PERMANENT BUILDING COMMITTEE
Minutes of Saturday February 8 , 1997 Meeting in School Administration
Building, as approved February 15, 1997
The meeting was called to order by Chairman Bruckman at 8 45 a m with
other committee members Kelley, Johnson, Poinelli and Touart present
Also present were School Committee members Peltz and Rosenberg, Director
of School Buildings Operation Moynihan, Jonathan Himmel and Dawn
McKenna
Minutes of February 4 1997 were approved as amended
Quick summaries of events since the last meeting included report of the
Wednesday morning meeting of a small working group of committee heads
involved in aspects of a capital building project, plans for Monday
night ' s Selectmen's meeting (at 8 00 p m on agenda) , Thursday night 's
meeting of the School Committee and discussions with John Ryan about
possible financing scenarios For the PBC the next tasks will be to
develop schematic plans and clear definition of scope of the project in
preparation for presentation to Town Meeting Then it will be necessary
to rate the performance of HMFH to determine their future possible role
in preparation of the next phase of plans
Review of viewgraph draft text Clarifying details filled in about the
scope of the Archetype report versus the BFC figure, which do not
include the 30 percent project , i e contingency, GC and AE
Furthermore it should be pointed out that items the BFC listed are not
reimbursable Since the Archetype and BFC reports were prepared
attitudes and reimbursement requirements have changed, particularly the
need to plan farther into the future - at least 20 years instead of 10
Himmel and Poinelli explained that deferred maintenance, code and ADA
compliance (if project altered to 30 percent of more of building value) ,
energy efficiency are all current priorities that would be triggered by
changing program for increased enrollment They pointed out that the
PBC presentation should encompass (1) what the town would be buying; (2)
How much the town would actually pay for increases in classroom space
such as 15 percent at Clarke and nearly 30 percent at Diamond, (3) Space
utilization results , including update of elementary school requirements;
(4) all price tags should be compared using values pegged to the same
year (1997?) ; space additions should be identified and justified as
restoration of spaces now taken over by overcrowding, such as art and
music spaces in elementary schools Additionally, the PBC's continuous
oversight after its selection of HMFH should be emphasized
In order to qualify for state reimbursement , the mechanical systems must
have a life expectancy of 20 to 25 years Decisions on replacements
should be made during the design phase Doors and windows are to be
replaced for energy efficiency Life safety issues must also be
addressed Asked if the town had adopted the "enabling act", this would
mean mandatory sprinklers
Gaining town-wide support should begin with asking for the Selectmen' s
support now SC Chairman Peltz advised touching base with Appropriation

and Capital Expenditures committees with emphasis on getting all the
design work down now A public information meeting should be held,
there is need for much public education during the Design Development 1
phase, which should take place between April and November, 1997
Chairman agreed to finish revising his statement and presentation
according to the above discussion
Meeting formally ended at 10 15 when Peltz and Touart left Discussion
continued informally on the positive and negative experiences with
projection management people and firms Results of project management
depend upon the quality of the individual ' s leadership and communication
skills, as well as knowledge of what is involved in the job Moynihan
was asked to write a job description for a good project manager
General advice to Chairman Bruckman for Monday night Talk in total
numbers only, being sure to include all project-distributed costs , such
as contingency, management , etc
