HomeMy WebLinkAbout1997-02-04-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday February 4 1997 Meeting in School Administration Building, as approved February 8 , 1997 Following introductions , the meeting was called to order by Chairman Bruckman at 7 40 p m with other committee members Johnson, Kelley, Poinelli and Touart present Also present were School Committee Chairman Peltz , Superintendent of Schools Young, Director of School Buildings Operation Moynihan, Architect-Estimator Jonathan Himmel and Dawn McKenna Also present for the early part of the meeting were Diamond Middle School Principal Joanne Hennessey and Assistant Principal Linda Murdock and Clarke Middle School Principal Pamela Houlares Middle Schools program flow was described by the three middle school administrators in terms of "team program classes" on one floor and "specialist" classes on another floor Team program classes are those core subjects held five times weekly - English, Social Studies , math and science Specialist classes - art , music, physical education, electives and foreign languages meet less frequently Not all required team program classes fit on one floor, and so they have to be dovetailed into specialist spaces, which have their limitations Science classrooms cannot be as fully scheduled as more general classrooms due to more complex setups and preparation The 21 team rooms and five foreign language rooms are used 28 or the 33 periods in the week The four computer lab rooms are shared by teachers , students , CAD use for projects and Minuteman Tech School Writing lab and art spaces are shared all around According to the technology program in all schools, each classroom will have three computer work stations within five years Next year there will be a computer for each teacher Poinelli reminded that the state maximum space allowance for reimbursement is 135 s f per pupil Superintendent Young asked if there are any discrepancies or more programs using the middle schools Himmel asked about community use of school space Houlares stated that the Chinese School uses Clarke every weekend Identification of community use of these spaces should bring the per pupil square footage down to 142 , within the state' s five percent variation from standards A sigh was audible Minutes of December 1996 and January 1997 approved as noted below December 18, 1996 - as amended January 7 - as submitted January 14 - as amended January 18 - as submitted January 21 - as amended January 24 - as amended January 25 - (notes only due to lack of quorum) as amended January 28 - as amended Only five more minutes of 1996 remain to be approved PBC Minutes of 2/4/97 - Page 2 Draft Conclusions and Recommendations from PBC review of School Project were reviewed These are to be reported to the Selectmen on Monday evening , February 10 Price tags to date (with elementary schools figure to go down) were added to arrive at a tentative total project cost , including site work Recommended by all who spoke on this that the total outside project cost be given first , followed by details , breakdown and back-up information from the HMFH report Also agreed that strong statement of immediate need at all school levels should be given at the outset (# 1 ! ) A discussion of possible Town Meeting strategies ensued Himmel pointed out that cost figures are more difficult to deal with in renovation work as opposed to new construction John Moynihan pleaded for ways to allow design work to begin before July 1 (i e during the current fiscal year) This would mean that Town Meeting would have to vote for funds not used in the technology appropriation but not yet borrowed could be freed up as quickly as possible, to add to the existing $400 ,000 remaining from the held over appropriation for future designs Early agreement on scope of work will be essential It was surmised that some amount between $2 and $4 million could be appropriated for design development (a more exact estimate would be needed) could be appropriated by the 1997 Town Meeting for design development VOTED that at the Selectmen's meeting Monday, the following points should be emphasized 1 the need for school expansion is legitimate and urgent 2 approximately $80 million will be needed to do the job 3 design money is needed NOW !
