Minutes of Tuesday June 10 1997 Meetina at Bowman School , as approved
June 19, 1997
The meeting began about 7 20 p m Attending were Chairman Bruckman,
Johnson, Kelley, Poinelli and Touart of the PBC, as well as Director of
School Buildings Operation Moynihan, Bruce Collier, Dawn McKenna and
architects Miller, Hayes and Lewis of HMFH
Handouts at the meeting included Chairman's agenda, letter from Daedalus
to Dorthia Hayes on accuracy of their cost estimates with existing
conditions information, with schematic designs and at design
development , ranging from +10% to +2 5%, Scope of Work/Schedule
memorandum from HMFH, updated existing conditions surveys for Fiske and
Bowman schools, and blueprints of full-sized schedules updated
Phasina issues were explored in a meeting yesterday with Himmel ,
Poinelli , Moynihan and Superintendent Young A number ways to
facilitate phasing while continuing to educate students during
construction and renovation were suggested These have not been
proposed to staff and school committee Among the ideas proffered were
double sessions , portable classrooms, cutting the kindergarten daily
schedule to half a day to accommodate double sessions (freeing 11
classrooms) , holding the sixth graders in the elementary schools (but 6
portable science classrooms would still have to be leased) , and putting
all art and music on carts Altogether these space economies could
yield 16 to 22 additional classrooms of the estimated 19 needed,
including the science rooms Another option would be to rent space,
possibly available at Hanscom or St Brigid's
The phasing scenario would be to start with both middle schools and
possibly a new elementary school Eighteen months later the high school
could start If this schedule were to be followed, the entire project
could be completed in six or seven years instead of nine or ten With
this scheme, the project might be done in two phases instead of three
Policy decisions are needed soon about the permissibility for the
various options Speculated that complaints about hardship on parents
and kindergartners would be raised most vocally
Proaress report from Lewis of HMFH began with existing conditions
surveys , now topped with a cover sheet giving an overall synopsis with
information added by TMP and cost estimators These are nearly complete
but still need to be refined by schematics He said that decisions
could be made based upon the information contained in these sheets , even
before schematics appear Full information on Fiske - the whole package
of costs - is needed in order that the PBC and School Committee can make
a decision on whether a new school would be financially advisable
Fiske contains the most decay and need for replacement Full cost data
were promised in a week
An example of a kind of question to be answered lay underfoot in the
classroom where the meeting was held If the carpet , which appears in
need of replacement, were to be lifted, some of the tiles below would be
ripped up, becoming friable vinyl asbestos Mastic used for carpet and

floor tiles could also cause problems Global decisions will be needed
on acoustical treatments and floors (At Hastings floors were all
peeled off and replaced ) Another forthcoming decision will be needed
on heating systems in terms of cost and upkeep Moynihan will talk with
TMP people on this
Schedule discussion brought out need for early input by landscape
architects so that the types of mistakes in the draft Master Plan are
not repeated Suggested that the landscape architects appear at next
week's committee meeting Poinelli recommended a full review of the
Master Plan
Requested that schematics be ready next week so that the committee can
begin reviewing them and give direction to the architects Recommended
also that a list of deliverables for design development be compiled in
the next two weeks The committee also called for narrative material
understandable by the general public be prepared for publicity in the
Lexington Minuteman and for presentation to Town Meeting, along with the
schematics
Concern was expressed about the tremendous amount of work that must be
done in a short time on the nine projects The PBC must go through
approvals on plans in advance of full design development as soon as
adequate information has been gathered for Town Meeting that may occur
as early as the third week in September Responding to the sense of
urgency, the committee agreed to schedule an extra meeting on Thursday
evening (in less than two days) and twice weekly beginning next week
(The schools-sponsored information meeting of June 12 has been
cancelled ) Since the Open Meeting law cannot be met on June 12 , it was
agreed that the meeting notice would specify that the meeting would lack
quorum and be merely a working session with no action taken
HMFH people departed at 9 35 p m and the meeting recessed into the
School Committee meeting across the hall between 9 45 and 10 15 p m
During this time the School Committee voted to provide a temporary
portable classroom for the Lextended Day program administrative office,
since there is (or will be) no other alternative space, they also were
told by Superintendent Young that at the forthcoming meeting with school
principals ' on June 17 various (unspecified) alternatives for providing
educational space during the renovation and expansion project would be
discussed
The committee returned briefly to the classroom across the hall and
VOTED to approve the Minutes of Tuesday May 27 1997 and Tuesday June
3 , 1997 as amended
The meeting adjourned at 10 30 p m
