HomeMy WebLinkAbout1997-04-22-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday April 22 1997 Meeting in Room G-15, Town Office Building, as approved May 20 , 1997 The meeting was called to order at 7 42 p m by Chairman Bruckman with other committee members Johnson, and Touart present Also present were School Committee chairman Peltz and Director of School Buildings Operation Moynihan VOTED unanimously to hire only one design firm for the entire schools renovation project This will eliminate committee member Poinelli ' s firm (Symmes Maini & McKee Associates , who bid only on the high school ) , but in order for him to participate in the selection of a design firm from the short list , he must write a letter to the Ethics Commission Noted that there will doubtless be scheduling risks whether the town engages one or more design firms VOTED short list of the following firms to interview The Design Partnership of Cambridge, Inc Drummey, Rosane, Anderson, Inc (DRA) Earl R Flansburgh & Associates , Inc HMFH Architects , Inc Interview time set for Thursday, May 1 in two sessions 8 30 a m to 10 30 a m and f p m to 3 p m at the School Administration Building Moynihan reported that when Jim Anderson of the state's school building assistance office visits Lexington on Friday, April 25, he will find out if Lexington's nine proposed projects are reimbursable He also informed the committee that Archetype is now reviewing HMFH's Master Plan and will report on their findings in two weeks Boilers at Harrington and other schools Moynihan said that the boiler at Harrington was not replaced The remainder of the work at that school , including only window repair instead of replacement due to high cost , about to be completed with the painting of the new doors The two boiler replacement bids were rejected as out of line, nowhere near the estimated cost of $125 ,000 With proposed additions , an increase of 800 ,000 in boiler would be required and cost 30 percent more The remaining $267 ,000 in the article for Harrington improvements will be held open and available to be folded into the forthcoming project Boilers in most of the other schools will be adequate; Hastings may be marginal ; and Diamond is slated for new boilers Possible air quality problems are to be investigated due to a complaint from the parents of a high school student If the complaint comes from a school staff person in writing the Department of Environmental Hygiene will pay for the investigation The schools/town must pay to hire an environmental firm upon a student 's complaint A complaint may also be lodged at Bridge School Impending problems lurk at the high school science building A general discussion of rationale of the School Committee's decisions on new construction versus rehabilitating and renovating existing and PBC Minutes of 4/22/97 - Page 2 sometimes old schools ensued A part of the Met State site was viewed as the best potential school location should a new building be contemplated in the future Ground rules for architectural firms ' presentations Only principals of the proposed projects , as well as project architect in charge should appear No pictures ! This will save easel set-up time Be prepared to tell how the project will be organized and staffed Only 3/4 hour per firm' s presentation Engineer is not required to appear The committee will want to know who is doing this work, and the committee will say if they wish to have a different engineer on the job Meeting adjourned at 9 10 p m until May 1 at 8 30 a m Respectfully submitted, fictte e/ Erna S Greene ii
