PERMANENT BUILDING COMMITTEE
Minutes of Tuesday January 28 1997 Meeting in Room G-15 , Town Office
Building, as approved February 4, 1997
The meeting was called by Chairman Bruckman at 7 35 p m with other
committee members Johnson, McCabe, Poinelli and Touart present Also
present were School Committee member Susan Elberger and Director of
School Buildings Operation John Moynihan as well as Dawn McKenna
Town Report draft was informally approved as edited by Mary Lou Touart
Chairman Bruckman briefly reviewed Saturday, January 21 discussion Ten
fewer classrooms are recommended for elementary schools due to downward
revision to peak enrollment projections HMFH is now working to
complete integration of existing SPED spaces into Learning Centers
Middle Schools dilemma of the class size given as 22 rather than 25 is
still being examined Moynihan consulted Joanne Hennessey extensively
by phone and together they determined that in year 2001 scheduling there
would be 87 percent utilization of classrooms , with the exception of
those for electives and specialized use A clarification of recommended
class size was sought , but there seemed to be no agreement Elberger
reported that the School Committee had voted that class size should be
held to present levels Teachers ' contractual limit (a figure that the
schools would go to only if had to) is 27 A class size averaging the
SC voted level should be basis of school design, it was stated Concern
was expressed, especially by McKenna and McCabe, that planning this way
might be too tight if projections for years five to ten were too low
It costs about $150 ,000 to build a classroom according to Moynihan, and
cleaning and normal maintenance would cost about $3 42 per square foot
Doing simple raw scheduling figures, it looked as if 36 of the 45
classrooms would be occupied at all times Chairman expressed concern
that 160 square feet per student planning must be justified Poinelli
told the committee the state SBAB is usually flexible on such matters
Generally asked to meet next time with both middle school principals
Room sizing should be a minimum of 900 s f for new construction, with
the maximum allowance of 1050 s f Agreed among those present that
library space of 5200 was appropriate With report that 1300 s f of
currently-used SPED spaces could be reclaimed at Bowman (example first
school for which this has been calculated) , committee agreed that 2 ,000
s f for each learning center would be good
High School plans were reviewed quickly New construction is shown for
print shop, custodial room, teachers ' lounge and purchasing/warehouse
operation space Poinelli , who has assembled information on the site of
each school , observed need for site work including a fire lane around s
the building(s) A better entry sense generally recognized as a real
need for the high school , possibly in the area near where the new
addition is sketched
Meeting adjourned at 9 25 p m
