PERMANENT BUILDING COMMITTEE
Minutes of Tuesday January 21 1997 Meeting in Room 110 , Clarke Middle
School , as approved February 4, 1997
The meeting was called to order by Chairman Bruckman at 7 40 p m with
other committee members Johnson, Kelley, Poinelli , and Touart present
Director of School Buildings Operation John Moynihan also was present
Moynihan informed the committee that he and they would receive two of
the three copies of HMFH' s draft final report this evening (it arrived
later) He said when he requested of HMFH an explanation of the 3 ,000
elementary population plan basis , he was told that existing unusual
spaces in the schools caused extra space in plans Committee members
expressed concern about the number of eight extra rooms in the
schematics Tonight the School Committee will vote on programmatic
needs for space Reported that about one-third of the planned building
will be adding new space and that about one-fourth of expenditure will
be in "project costs "
Chairman Bruckman advocated enlarging Harrington and not adding to
general classroom space at Bridge and Bowman, already large schools In
other words Harrington would be become another large elementary school
Little or no addition was recommended for Fiske It was also noted that
Harrington' s excellent road access would make conversion to other
town/community uses easer in downsizing General dislike expressed for
"Option C"
Middle Schools Observed that gyms need three teaching stations ,
according to the anticipated number of students Also this would
equalize the two middle schools Classrooms in the library were
discussed This exists at Clarke now but cannot at Diamond because the
existing library is too small Noted that plans call for doubling the
library size to 6100 square feet , or three classroom zones The state
maximum would be 5200 s f for planned school enrollment
In the course of discussing the orientation of art rooms, it was
discovered that the north arrow on the Diamond plans faces south!
Fourteen classrooms are to be added to Diamond Special education space
would be increased to 31 ,000 s f dispersed in general classroom areas
Questions were raised about "project rooms" Bruckman, who has
offspring attending Diamond, explained that children work in group in
three-hour blocks of time and actually build projects in such places
Currently 1278 attend middle schools, with the anticipated peak level of
1600 population at that level in the years 2001 and 2002

Space utilization in aeneral appears to be related to diversification of
program Committee agreed to recommend to school committee that 80
percent utilization of all rooms be urged Committee expressed concern
that its advice should reach the whole School Committee through its
Chairman and that school and HMFH personnel are also apprized of the
committee' s goals for economical space implementation of School
Committee policies on school program
Adjourned to the ongoing School Committee meeting at 9 15 p m
Respectfully submitted, Erna S Greene, Secretary
