HomeMy WebLinkAbout1997-01-07-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday January 7 1997 Meeting in second floor room outside the Media Center, Lexington High School , as approved February 4, 1997 The meeting was called to order by Chairman Bruckman at 7 47 p m with other committee members Peter Kelley, Philip Poinelli , Peter Johnson and Mary Lou Touart present Also present was Director of School Buildings Operation John Moynihan, who was also attending the School Committee meeting in the Media Center Construction management A meeting with Town Manager, DPW Director Woodbury and Town Engineer Fields was reported by Chairman Bruckman, who also attended The subject of that meeting was the advisability of hiring a construction manager or firm before the design and construction documents are finalized The aim is to ensure high quality control and help with the phasing - basically an owner' s representative Poinelli , Johnson and Moyhnihan all had unfavorable reports of their experience of construction managers Agreed that the committee, who are in charge of the project , should give careful review to all construction documents while in progress , beginning with schematic concepts On site there should be a clerk-of-the-works who should do code review and be able to estimate costs , including life cycle costs This person should be assisted by a paper-work pusher These two should be hired by the town Peter Kelley and John Moynihan agreed to draft specification for these jobs The committee estimated that this route would be less costly than hiring a construction management firm Space Study review of documents submitted Elementary Schools report was submitted October 21 and December 16, with computer rooms added in all elementary schools at the later time (Option 4) For each anticipated student 115 square feet is planned A summary of enrollment projections in the out years shows a drop-off in population at some schools The committee looked at schematics showing additional space to be added at each school (though not necessarily placed as might be in construction plans) An early childhood education center is to be relocated to Fiske School , where a sizeable addition is envisioned Anticipated problems of compliances and obtaining early comments from school personnel were noted The need for full consideration of site configurations and conditions , traffic patterns and recreational uses of the school ground was cited Peter Kelley reported that he had talked with Recreation Committee Chairman Sandra Shaw The committee asked that site characteristics and configurations be shown in plans for next viewing Meeting adjourned at 9 15 p m so that members present could attend the ongoing School Committee meeting in the Media Center Respectfully submitted, F 1731,044?41-t- Erna S Greene, Secretary
