HomeMy WebLinkAbout1996-09-18-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Notes from September 18 1996 Meetina in Room 111, Town Office Building The meeting began at 7 47 p m with Chairman Bruckman and other committee member McCabe present Also present were John Moynihan Director of School Buildings Operation and John Miller of HMFH Miller reported that he has met with elementary and middle school staff, parents and PTA representatives At the high school he has met with Principal Philip Lanoue and meetings are now ongoing Prototype programs for the elementary schools have been prepared and spaces to meet program needs have been extracted from the Archetype report Each school has then been toured Updated disks and reports of meetings have gone to John Moynihan and to the schools for corrections Projections are to the year 2000 and ultimately projections will be for ten years out According to five-year projections, the elementary school peak enrollment will be between 1998 and 2000 ; then two years later the peak will occur in the middle schools and in 2004 the high school will peak Enrollment figures will be rolled ahead following October 1 school population data Miller commented that Lexington's population projections are the best he has seen District by district the University of Massachusetts is also working projections Three models will be drawn for how to accommodate the school population (1) with no additions, (2) within the footprint , with enrichments, (3) fitting the school enrollment in with the present programs Cost estimates for each of the three options will be prepared If a new 1 school is needed or would be more cost effective, it will be recommended All scenarios will assume state aid The middle schools and the high schools will be more difficult and challenging Steve Friedlander, Miller's partner is working at the high school with program requirements Draft usage charts for each school will need fine-tuning in order to develop schematics Possibilities are a dedicated gymnasium with a platform for performances and/or a cafetorium, possibly a combination of both Presently all schools are bulging, but growth will slow in the out years However, population projections may not ao down The high school was built on a pond - a fact reenacted today! There are 14 feet of peat behind C House and water has flooded the ducts beneath the floor there Ten more meetings are scheduled for the high school , which is considering reorganizing The middle schools are almost ready for draft reports November 15 completion of the study is now predicted An interim report will be given to the School Committee on Tuesday, September 24 Altogether there has been good cooperation with lots of information turned over to HMFH The Archetype report has been valuable Some new items have been added The high school gymnasium floor is now working on its final sanding PBC Minutes of 9/18/96 - Page 2 Miller noted that if state reimbursement is sought, whole system deficiencies, such as support spaces , must be addressed A piecemeal project will not be accepted There is now a five-year lag in reimbursement funding Harrington School and other onaoina school Aroiects were reported on by John Moynihan At Harrington School , roof progress awaits the cessation of rain Networking and electrical work is in progress Basics are now being wired There is some problem with the contractor The high school science building will be skipped because an overhaul is in store j The meeting ended at 9 13 p m Respectfully submitted, Civ / Erna S Greene, Secretary
