PERMANENT BUILDING COMMITTEE
Minutes of February 28 1996 Meeting in Room 111 , Town Office Building
The meeting was called to order by Chairman Bruckman at 7 53 p m with
were other committee members Edson, Johnson, McCabe, Scanlon and Touart
present The purpose of the meeting was to interview three of the 14
firms who submitted proposals for design services for roof , window and
door replacement at the Harrington School
Cole & Govette/SAR Engineering Doris Cole and Larry Blackwell
represented the 12-person architectural firm, who are teamed with SAR
Engineering, a 75-person firm of Quincy This group are quite
experienced in school work and do boiler replacements frequently They
handed out a sheet discussing their recommendations and estimated costs
and savings from installation of new windows ($7 , 500 per year) , roof
insulation ($1, 250 per year) , improved ventilation (additional annual
cost of $4, 700 per year) and new boilers and domestic hot water heater
(saving $10 , 000 per year) Replacement costs were rough-estimated, with
lower amounts if gas-fired boilers were used
They showed pictures showingwindows in some of the
projects they had
completed For the roof they recommended an ice/water shield of at least
three feet and venting under the roof and in the attic They would
install button bents in overhangs and ridge vents, making sure the
insulation does not block ventilation
Questions arose about the windows , which Cole said could be either
double or single hung McCabe asked what of the existing windows would
be removed Response Just the sash, covering and caulking what is
left Concern was expressed by committee members about leaking
caulking Cole explained that a two-part caulking must be mixed and
installed properly Every window would be inspected for its condition
and treated with preservative
Steel door and frames would also be installed The presenters said they
would provide line item cost estimates The merits of different types
and styles of windows were discussed Cole expressed preference for
soft cream colors for aluminum window frames Whether one or several
contractors should be used was discussed briefly
LPBA/Architects Inc was represented by Ron Alex, Principal and Alan
and MEV engineers They commented on the tight schedule for
accomplishing the proposed work at Harrington School Their company
began as a partnership in 1981 and became incorporated in 1987 They do
mostly public work They like to give choices and also like quality
components Regarding the roof , they would install vents and suggested
gables for the partial dormers and flat roofs Expenses of different
types of roofing were reviewed briefly
Various types of windows were shown Eight weeks is a standard delivery
time They would limit and select subcontractors carefully to assure
standards Project encompasses 151 windows, six double doors , six
single doors and one triple door

Boilers now in the building are designed to last 35 to 37 years and are
now 38 and 40 years old LPBA would recommend gas-fired because of
concerns regarding oil tank replacement with double walled encasement
They suggested two burners at 2/3 capacity Domestic water heater is
now from the boilers and they would continue as such, with a
supplementary electric hot water heaters for summer Lead time for
boilers would be six to eight weeks
Bayside Associates consulting Architects and Engineers, said they had
done lots of work on the Boston City Hall Paul LaRosa represented this
firm of over 100 people Kimball Co is their prime subcontractor,
represented by Jim Liston They were the contractors on the Lexington
Post Office ADA work as well as plumbing Bayside claimed they have
been a full service company since 1907 and that they have working with
Kimball through the 1980 ' s , they have nine registered principal
engineers After brief discussion of time schedules, LaRosa stated that
gas-fired burners would be feasible and dual capability possible The
existing oil tank meets present monitoring standards The architect for
this project would be Blaine Waldruff Many examples of past Bayside
projects were cited, many of they historic Forewarning on long-lead
supply items was promised, as well as on-time performance Breakdown of
cost and labor options would be possible if requested
Report from Capital Expenditures Committee Meeting (simultaneous to
PBC' s) was that money is hard to find in the upcoming fiscal year
Decision on Harrington School After some notes of discontent with all
of the proposals and presentations of the evening and a note from
Moynihan that one contractor is easier for him but more expensive, the
committee deliberated, ultimately weighing in favor of Cole and Goyette
VOTED to authorize Moynihan to negotiate a price with Cole and Goyette
for drawing plans and supervising installation of replacement roof ,
windows , doors and boilers at Harrington School
Upcoming concerns on Cary Library and schools The committee must meet
on the Library after March 7 and before March 24 Moynihan will send a
list of small renovation he plans to accomplish during the 1996 summer
vacation along with the next mailing to the committee #
Meeting adjourned at 10 25 p m until Wednesday, March 20* at 7 45 p m
