HomeMy WebLinkAbout1996-01-24-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of January 24 1996 Meeting in Room G-15, Town Office Building The meeting was called to order by Chairman Bruckman at 7 47 p m with were other committee members Edson, McCabe and Touart present Also attending were Carol Mahoney and Julie Triessl of Cary Library, John Moynihan of the School Department , Emily Silberberg of the Enablement Committee and Ron Grammont of Capital Expenditures Committee School Proiects in Progress were reported on by John Moynihan R D Kimball , a very good contractor for the high school boilers has requested $4200 more due to the phasing of the project Total contract cost is $32 ,000 Moynihan has requested details of bases for costing, such as hours , etc It looks as if the project may be completed before the contractor's time estimate In addition, there is a $9,000 credit because a 72-hour testing thought to be needed (required) by the State will not be required That money will be used to correct furnace trap problems Agreement has been reached on a $149,000 contract with Shashanian to design electrical work and wiring circuitry Figures to carry out their plans will be available for Town Meeting When a committee member commented on the high cost of the contract, Moynihan pointed out that Shashanian' s price was originally $189,000 Bids in answer to the RFP for doors and windows at Harrington School (for which boilers and roof renewal are to be approved by 1996 Town Meeting) are due February 8 , 1996 at 10 a m John has budgeted $45 ,000 to 50 ,000 for design and about $500 ,000 for construction At Hastings work is now being done on the punch list However there are issues with the general contractor, who has not paid his subcontractors Committee opinion was that settlement by arbitration would be a lot faster that litigation Concern was expressed that Town Counsel favored the latter Committee members asked Moynihan if he will need some help in dealing with the G C , with whom he will be meeting tomorrow morning Some work will have to be done to adjust middle and elementary schools for the increasing enrollment , Moynihan noted When asked what he thought of the Building Finance Committee's report , Moynihan said the report was very bare bones and missed some of the less obvious but forthcoming needs such as aging bleachers at the high school and floors in several schools The Schools will be requesting about $2 2 million in capital outlay in the coming fiscal year, $300 ,000 for temporary renovation to take care of larger pupil populations and $500 ,000 to hire an architectural firm to analyze and draw up specifications Cary Library staff reported that a Letter of Intent estimating $6 million for library renovation was sent to the State Library Board in December They received 58 similar letters asking for $200 million The state has $23 million in grants available to distribute Noted that Hamilton-Wenham' s grant application is one-half inch thick Grant PBC Minutes of 1/24/96 - Page 2 request packets are limited to only a 2-inch notebook Lexington will be considered in a grouping of municipalities with a population of 25, 000 to 50 ,000 Engineers Siani have been reviewing existing equipment and will participate in a public presentation his findings on February 13 at 7 30 a m The building will be designed according to use, not parking pattern A meeting room to accommodate about 100 people will be included This will be used principally for story hours and other library uses Also included will be a Learning Center for townspeople to learn how to use the library's computer catalog and resource systems as well as how to access the Internet from the Library Flexibility in design and space use will be key to the library's 20-year plan Construction costs are going up Architects and engineers were praised A model is now being prepared and will be on display beginning some time in February and continuing through April The state does not seem to be worrying about parking Some parking spaces will be lost with a proposed building expansion of over 12 ,000 square feet Approval of Minutes APPROVED Minutes of April 25, 1995 as submitted Minutes of July 11 , 1995 as amended Minutes of July 12 , 1995 as corrected Minutes of November 29, 1995 as amended Report for Town Report was amended and approved After a brief discussion of possible committee personnel changes , the meeting adjourned at 9 50 p m Respectfull su.
