HomeMy WebLinkAbout1995-03-08-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of March 8 1995 Meetina in Room 105, Town Office Building, as approved March 22 , 1995 The meeting was called to order by Convener McCabe at 8 05 p m with newly appointed committee member William R Bruckman and other committee members Johnson, Kennedy, Scanlon and Touart present Also present were Town Engineer Fields , Director of School Building Operation John Moynihan, Chief of Police Casey, Acting Fire Chief John McDonough and Fire Captain Richard Sullivan and as well as School Committee member Barrie Peltz and Brett Donham of Donham and Sweeney Combined Dispatch Center and work on the Police Headquarters has presented difficulties to the police and fire personnel even though they have been using the building under a temporary certificate of occupancy from the Building Commissioner The punch list was 14 pages long in December (copy passed around) , Donham noted, and the current list down to five pages (distributed to those present) Numerous finish work items are unsatisfactory, and it has been difficult to apply pressure to the contractor He appears immune to the usual measures that hasten completion/compliance by other contractors About $45 ,000 is being withheld, sufficient to pay for the unfinished work if it had to be done by another contractor Some missing elements , such as door hardware, were not ordered in a timely fashion or were in such demand that they were unavailable Lockup cell hardware (expected to arrive next Tuesday) is especially long-to-get at this time A meeting will take place with Ed Mello of Donham and Sweeney and the contractor will be held Friday Town Engineer Fields will attend Among the pressures applied on the contractor have been weekly visits by Donham and daily contact with as December (and E911) approached The bonding company has also been notified about the delays The contractor has neither gone bankrupt nor walked off the job, but his appearance has been irregular The town has in no way hindered the job "He' s not wearing us out, " Fields commented Fire Headauarters Exhaust Bid Requests are out and bids are due March 30 All the work is electrical/mechanical , with mechanical the prime contractors Included will be engine exhaust pipe attachments with quick and safe release and continual change of air in the crawl and work spaces The tailpipe exhaust system is the only proprietary element in the bid specification because Plimovent is the only supplier of equipment deemed entirely satisfactory for health and safety reasons A letter to this effect will accompany the contract so that no substitutes will be attempted by the contractor Committee member Scanlon is working with town staff on this project State Grant Money for public safety may become available for renovation and upgrade of public protection facilities , Police Chief Casey added Report from Buildina Finance Committee activity library renovation and air conditioning at Senior Center were summarized by Town Engineer Fields Among the problems at the Senior Center are the lack of documentation of work done when Muzzey was converted into condominiums and the need to touch base with condominium association Cost of the air quality improvement project should be somewhere between $80 ,000 and 1 PBC Minutes 3/8/95 - Page 2 $120 ,000 Fields also told that the Town Barn rebuild project awaits funding for a 201E hazardous materials study in the building's footprint The Building Finance Committee has also considered such needs as aging slate roofs and ventilation in older town structures Schools ' Misfits were explained briefly by Ms Peltz The high school was built for a house system that is no longer Technology is here to stay, she said, and the schools must take steps to accommodate it Schools ' Status and Needs Report by Moynihan first told that the work at Hastings School will discontinue as of next week and resume in June Computer, intercom and centrex system of communication with all parts of the building have been installed and will be 100 percent complete next week Work on parking and site work will begin in June and work on the building - Moynihan told of $371,000 for Harrington improvements and about $670 ,000 for electrical distribution and supply system to support the technology program Total capital budget for schools will be something like $2 1 or 2 2 million but it is not altogether set by Capital Expenditures Operational budget is in flux It has been scaled back a bit to about $800 ,000 - more than the $650 , 000 previously discussed Moynihan said he plans team cleaning to replace loss of five people A Congressional Budget Office report has cited a $69 billion maintenance shortage in the nation's schools Barrie Peltz praised Moynihan for preparations for the upcoming technology upgrade Report to Town Meetina will be drafted by Mary Lou Touart and Secretary Greene for consideration at next meeting Committee Chairmanship situation was reviewed, with McCabe reiterating his unwillingness to assume the full role No one else in the room expressed desire to accept the responsibility Acting or rotating temporary chairmanship was suggested and the idea accepted McCabe agreed to be temporary chairman for the next meeting, Wednesday, March 22 , 1995, at 8 p m Meeting adjournednat 9 55 Respectfully submitted, XL/ ✓ -rL‘-i* Erna S Greene, Secretary
