REPORT FOR 1994 TOWN REPORT
COMPUTERS HELP BUILDINGS GET AND STAY IN SHAPE
All town buildings came under the scrutiny of studies overseen by the
Permanent Building Committee, as the 1993 Town Meeting authorized and
appropriated The studies identify specific needs for capital re-
investment in the physical plant that would be required over the next 10
years Both of these studies were completed early in 1994 and delivered
as both hard copy and computer software - working tools to help town
staff plan maintenance and improvements for all town buildings
Meanwhile construction plans and bids for the new consolidated dispatch
center in the Police Department Building were readied for 1994 Town
Meeting action, and the equally important need to open Hastings School
in September for the bulging population of young children called for a
S2 million appropriation and a stepped up schedule of planning to take
advantage of soon-to-expire state reimbursement funding
Permanent Building Committee provided advice and expertise along with
town staff and professional consultants who coalesced to accomplish
these two major tasks By year' s end both projects were fully in
operation and up to code The town owes much thanks to the capable staff
members involved - John Moynihan of the Schools Chief Casey of the
Police, Chief Bergeron of Fire departments and Town Engineer Fields

A trial to recover town costs to redo the high school Field House roof
because of poor planning and supervision by an engineering firm during
renovation work begun in 1986 was concluded successfully, with a jury
awarding the town reimbursement of replacement costs The committee
continues to deal with contentions with one contractor involved in this
schools project
To bridge the lack of a chairman, Town Engineer Francis X Fields
assumed coordination of the committee in January Dan McCabe became
Chairman in August after William P Kennedy rejoined the committee as
School Committee appointee At year' s end, a new member is being sought
to replace John Kennedy, who resigned in October
