HomeMy WebLinkAbout1994-11-30-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of November 30 1994 Meeting in Room 111, Town Office Building, as approved March 22 , 1995 The meeting was called to order by Chairman McCabe at 8 03 p m McCabe with other committee members Edson, Kennedy, Scanlon and Touart present Others present included Town Manager White, Public Works Director Spiers, Town Engineer Fields , Director of School Building Operation John Moynihan, Fire Chief Bergeron and Chief of Police Casey as well as School Committee member Barrie Peltz Privatization Chairman McCabe reported that he met with the ad hoc Privatization Committee Town Report for 1994 draft was approved with some revisions Public Safety Dispatch Area now includes personnel from Fire Department Chief Casey's Report of progress in his department 's building told of the punch list to be done later this week Remaining items include granite and door work, the soft cell , some finish and painting, bullet and safety glass , although glazing is 90 to 99 percent complete, rails for the handicapped persons ' ramp and occupancy in the desk and commanding officers ' quarters Department of Public Health inspection will take place this week Already the new facility is "on line" Chief Bergeron' s Report on the Fire Facilities noted that recent environmental testing found indoor air pollution below occupational safety limits Watch room carbon monoxide was check in an earlier study Three weeks ago these levels were probably higher, he said However dampness under the truck parking area was found to be promoting fungus and bacteria growth Medical tests of personnel who were affected by fumes showed sensitivity to these impurities Therefore ventilation for the crawl area will have to be designed Because of architectural uniqueness of each building, these systems are not just off the shelf items Another need has surfaced beefing of the electricity supply system This project, to extend to both fire facilities, will be under way in March of April Fortunately money is available for this work from Public Works general building maintenance budget and possibly left-over contingency from the combined dispatch area job (over $116 ,000 reported) Bids for the fire stations will go out before the end of the year and be opened late in January Electric work may have to be a filed sub-bid Building roofs reported in poor condition Town Barn in dire condition, according to Public Works Director Spiers; Fire Headquarters slate is in poor condition Movnihan's report on Hastings School included news that the school library has been delayed until the very end of the year Special cabinetry for it will not be done until the first week in March Moynihan's wish list for the School Committee for the coming year totals $5 1 million from both the KLQ and Archetype reports Included on this PBC Minutes 11/30/94 - Page 2 needs list are electrical service and in-house distribution, security systems Final draft proposal on this will be voted at the next School Committee meeting A five-year plan will be considered at the December 20 meeting High School Field House Roof Case legal costs suit of the town is still before the judge in Dedham, with Town Manager due to testify Friday, December 2 In another area of contention, Town Manager noted that he had sent a town counsel -recommended letter to J P Construction Co A Problem with Diamond Library Digital Controls was reported by Moynihan, partly due to the discontinuance of the 6-year-old style of actuator valves manufactured by Powers Role of the PBC was discussed with Chairman, Town Manager and committee members Questions and possible misunderstandings revolved around the scope of the committee' s advocacy role and differences between technical expertise advice and prioritizing At the conclusion of this debate Chairman McCabe tendered his resignation from Chairmanship of the committee Meeting adjourned at 9 35 p m Respectfully submitted, Erna S Greene, Secretary
