HomeMy WebLinkAbout1994-11-02-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of November 2 1994 Meeting in Room 105 , Town Office Building, as approved March 22 , 1995 Following the taking of a committee picture for the 1994 Town Report, the meeting was called to order by Chairman McCabe at 8 05 p m with other committee members Bill Kennedy, Scanlon and Touart present Also present were Staff members Fire Chief John Bergeron and Town Engineer Francis X Fields as well as liaison Peltz of School Committee and Grammont of Capital Expenditures Committee Plannina for Schools has been discussed extensively and it was noted that John Moynihan would draw the line at $3 million in improvements for the coming fiscal year Kennedy suggested the preparation of engineering drawings should be included so that next phase could be priced for action at the following town meeting The School Committee will meet with the Selectmen on Monday, November 14th at 8 00 p m PBC presence was strongly recommended Action on the Town Buildinas Study will also be launched, possibly for work on two buildings , Town Engineer Fields noted Court Case on Briaas Second Half ( legal and court costs) will be held early on Tuesday, November 8 , Kennedy reported Combined Police-Fire Communications Center is now coming together, Bergeron and Fields reported Police personnel will start working in the area on November 14 and fire department two weeks later The project is now in better shape than in the recent past Not much more remains for Nynex to do on site E911 is still promised on schedule - December 7 The special raised flooring was the last component to arrive Only one week remains before the postponed completion date McCabe expressed concern for need of a "clerk of the works" However, others reassured that most of the seeming chaos was part of the "normal construction complexity" McCabe and others expressed appreciation for the good input the job received from all concerned Next will come training Fire Department Building Problems are the target of a Donham & Sweeney design proposal being submitted - design cost $7 , 250 for about $9,000 to $11 ,000 of work Over $100 ,000 now remains in the contingency for the dispatch center Presently more attention must be paid to the health of indoor air Tests have determined that the carbon dioxide is six times the upper healthy limit; carbon monoxide levels are also high Fumes from carpeting mastic have been so high in the dispatch room that the operators have moved into the hallway outside About $80 ,000 to $90 ,000 of construction is contemplated to solve problems of space, exhaust fumes, cellar ventilation and mold treatment PBC members assured that they were convinced of these needs The heating system at East Lexington station is now working well while the system at headquarters definitely needs attention, Chief Bergeron added Buildina Plannina/Management consolidation action was proposed by Jim i PBC Minutes 11/2/94 - Page 2 Scanlon McCabe concurred but pointed out possible problems in reorganization He recommended that this should be discussed with Town Manager When a warrant article was mentioned, Kennedy cautioned that much needed to be discussed Requested that this wording should be put into the minutes That the feasibility of consolidation of building and grounds planning should be discussed [by a special committee, representing?] Further discussion and possible action will be continued and/or finalized at the next PBC meeting Kennedy commented that the resolution of this need may not be foretold Letter to J P Construction Co has not been sent since Town Manager has not answered committee's question on who should sign it Minutes of September 21 , 1994 meeting were approved as submitted and Minutes of the October 5, 1994 meeting were approved as amended Committee membership is now down to six since John Kennedy has submitted his resignation to Town Manager, who is responsible for appointing a new member A letter of thanks for his service and offer to serve in a consulting role will be sent to John Meeting adjourned at 9 30 p m until Wednesday, November 30 , 1994 Respectfully submitted, Erna S Greene, Secretary to the Committee Before formal committee opening, School Committee member Barrie Peltz invited all to attend presentations of the "5-Year Technology Plan for Lexington Public Schools" by the over-100-member Townwide Educational Technology Committee November 15 at 7 p m November 22 at 8 p m at Clarke Middle School Peltz promised an impressive first hour of demonstrations by students on November 15
