HomeMy WebLinkAbout1994-09-21-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of September 21 1994 Meeting in Room 111 , Town Office Building The meeting was begun at 8 13 p m by Chairman McCabe with other committee members Touart and Scanlon present A quorum was attained when Committee member Edson arrived about 8 45 p m Others present included Staff members Director of School Building Operation John Moynihan, Town Engineer Francis X Fields and Assistant High School Principal Anthony Capezza as well as School Committee member Barrie Peltz Trial Town v Briaas probably will be taking place Monday, September 26, depending upon course of other cases on the docket Discussion with Capital Expenditures Committee (CEC) All five members of the CEC - Nicholas Cannalonga, Paul Hamburger, Ron Grammont , Gloria Holland and Karen Dooks - arrived to mark the beginning of capital expense planning for the coming and the next five years Chairman McCabe noted that a meeting is scheduled tomorrow with the new ad hoc privatization committee under the chairmanship of Nancy Cannalonga The PBC' s responsibilities include seeing that all town buildings (1) meet life safety codes (2 ) are maintained to protect the Town' s investment in its facilities investment (about $2 million would be needed for school and town buildings appropriate upkeep) and (3) fulfill their functional needs Apropos item (3) the schools study revealed that additional analysis of the Clarke and High School buildings as related to the intended programs to operate within them is still needed Portrayal of this need should not be in terms of "another study" , but rather as an in-depth planning assignment such as the "High School of the 21st Century" planning now being launched by the School Committee and Department CEC requested copies of a summary of the Archetype school facilities study This is the only missing part of the schools report , on MacIntosh computer format now being used by the schools The Town facilities report is on IBM-PC format and similarly being used by DPW/Engineering The recent fire that burned a hole in the town barn roof , luckily just as workers were arriving for work could get all town equipment out of the building, exemplifies item (2) of needs the PBC should fulfill A bond issue of anywhere from $1 to $60 million could be evolved from the two Archetype studies of school and town facilities A "Debt Exclusion Override" will possibly be evolved for the forthcoming town meeting A new committee composed of representatives of schools , PBC, selectmen, capital expenditures and appropriations committees will be working out a proposal The school-town studies envision an amount near $3 8 million capital expenditure over the next 15 years to attain optimal facilities Citing examples of school projects in the past , the CEC expressed a desire to help the PBC prioritize lists of projects for future building projects "We need to evolve a new process , " stated Ms Dooks A PBC member noted that there may be some duplications in the Archetype study PBC Minutes 9/21/94 - Page 2 that can be eliminated Capezza pointed out that the population bulge that began in the elementary grades is headed for the high school Hamburger asked why the high school and Clarke have not been sufficiently studied Response The curriculum and the building do not fit Peltz noted that as the task force is being formed for the high school of the 21st century, the school committee could possibly handle the need for further analysis in-house without hiring more consultants In any case it was agreed that further school committee direction is needed and also that the PBC needs to attend to its public relations "The PBC needs to be an advocacy agent, the ' oracle' , " one PBC person stated Capital Expenditures offered help with overview and explanation to Town Meeting Ron Grammont is the CEC liaison to PBC Agreed to exchange calendars and meeting schedules 911 and consolidation prolect completion is now anticipated the first or second week of November Radio tower redesign must again go to the Historic Districts Committee due to design change Painting is in progress and equipment will begin to be installed in about 10 days Dual dispatch services will commence about November 6 , about a month before Enhanced 911 comes to town All but the second floor of the building (i e all areas used by the public) will be fully handicapped accessible The Police Department will then be able to have the services of its disabled dispatcher again i Schools proiects approval was voted by the State Board of Education for reimbursement in FY ' 98 , Moynihan reported Presently, the town can borrow only $960 ,000 The contract has been was negotiated down from $1 8 to $1 1 million Of that amount $300 ,000 is for replacement of the high school boilers Harrington reroofing awaits state certification of the reimbursement approval vote The CEC having left at 9 55 p m , the meeting of the committee was called to order by Chairman McCabe Moynihan stated that Hastings opened on time Night work is continuing on the elevator and technology until Thanksgiving weekend and then will continue after school lets out in June A & E Engineers Associates PC have submitted a proposal to prepare plan specifications and supervise work on repair of the high school bleachers at a cost of $7 , 500 plus cost of printing/reprographics times 1 2 Copies of their proposal were passed out As Moynihan recommended, committee approval VOTED Proposed Guest Editorial text was passed around by committee member Touart, who requested all check and comment to her by October 30 Approval of minutes from October 27 1993 through Auaust 16 1994 as I submitted VOTED Meeting adjourned at 10 25 p m until Wednesday, October 5 at 8 p m Respectfully submitted, gta nacyr_ Secretary to the Committee 4
