HomeMy WebLinkAbout1994-05-19-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of May 19 1994 in Room 105, Town Office Building The meeting was called to order by Acting Chairman Francis X Fields at 7 50 p m with committee members Edson, Johnson, McCabe, Scanlon and Touart present In addition, Director of School Building Operations John Moynihan and School Committee member Barrie Peltz attended Hastings School architects DRA have now settled for a negotiated price of $120 ,000 (down from original asking price of $160,000) , Moynihan reported Preliminary drawings are done and will be submitted to the state next Tuesday Whole scope drawings will be ready next Wednesday Their performance was praised They have remained in constant contact; their technical people are now working on how to network the building Among the difficulties the building is too small and library standards are tough to meet Possibly the School Department will request a waiver � for undersized Kindergarten rooms School Buildings Study was commented on by Barrie Peltz, who noted priority problems Noted by McCabe and others that the $732 ,000 schools maintenance budget is less than half of what it should be - as much as $2 million Moynihan's comment the study came up with $16 worth of work that needs to be done over the next five years This list possibly could be pared down He said that the study is a tool to work with An example could be found in the Hastings School , for which 4 5 million worth of work found needing to be done A new building would cost $6 5 million Is it worth spending money on an old plant? Because it is not suitable for this climate and the way it is being used, the high school is a priority Generally there is need to set up a priority schedule using the study But where would the money come from? Most needs pointed out in the study are in Category III (to be funded by the State in no less than 10 years at 22 percent ) McCabe suggested an annual bond issue Moynihan thought a bond issue every five years might be more economical Generally agreed that more maintenance is needed on all buildings In addition, a capital plan based upon the study is needed Timing is important Recommended that planning begin in spring for the following year's town meeting Committee members spoke of the PBC's role as building consultants rather than advocates The School Committee and other town boards would be better drum beaters An example of a successful program that gets funded annually is the water pipe relining program of DPW/Engineering Consolidation construction progress reported Purchase of equipment will begin after July 1 The contractor on the job is very good Meeting adjourned at 8 50 p m Respectfully submitted, Erneene, Secretary � to the Committee
