HomeMy WebLinkAbout1994-05-04-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of May 4 1994 in Room 111 , Town Office Building The meeting was called to order by Acting Chairman Francis X Fields at 7 45 p m with committee members Edson, Johnson, McCabe, Scanlon and Touart present, with John Kennedy appearing shortly before adjournment In addition, John Moynihan, Director of School Building Operations attended An Educational Specifications Statement for the Hastings School , based upon the Hastings School Advisory Committee report and core values agreed upon by administrative committees of the School Department , has been approved by the School Committee Copies of this statement were distributed to all committee members , who read it Following an explanation of "Category II Needs based upon expanding enrollment , " the committee VOTED to accept the Educational Specifications as presented by Mr Moynihan This statement, required by the State Department of Education's School Governance and Facilities Bureau (SGFB) , will be submitted with the application for reimbursement before the end of May Re-selection of Architect for Hastinas School has been required due to expansion of the scope of the project The original request for a $960 ,000 appropriation under Article 19 at the 1994 Town Meeting was expanded to $2 145 million so that the town could take full advantage of the soon-to-end window of opportunity to receive 59 percent reimbursement for a Category II project as advised by the SGFB when they toured the Hastings School A new RFP was put out and 20 copies were requested Twelve firms participated in the site walk-through and nine bid on the project Of these DRA, the previously selected architects were most qualified and experienced for the task One locally produced proposal showed promise, but the firm lacked working experience Approval of the reimbursement application is hoped by the end of June Based upon that the town can bond for a short term until state reimbursement payments actually begin in two to three years Permanent bonding can be set up at that time Copies of several of the submitted architectural proposals were passed around for inspection A subcommittee of the PBC worked with school representatives in evaluating the proposals and recommended selecting DRA as most qualified to continue working on the project Only schematic plans , not the working drawings , are required to be submitted in the May 30 application for reimbursement Most of the construction will be accomplished next summer, but some can begin during the school year, as there will be two or three extra classrooms where school classes can be relocated during renovation work Moved and VOTED to continue working with architects DRA Moynihan asked permission from the committee to negotiate with the DRA regarding the price of the new contract , hopefully about $100 , 000 , and S not to exceed $125 , 000 Frank Fields requested to listen in on the negotiating sessions and to consult If the amount were about $120 , 000 , the total architectural cost would be about $170 , 000 for both phases of the project (Already $52 , 000 has been spent on DRA's services for Phase I of the project ) PBC Minutes of 5/4/94 - Page 2 Reports It was suggested that the PBC report to Town Meeting Members on the schools and town buildings studies Subsequently the committee assented to having committee members McCabe and Touart request that the report on the schools come from the School Committee Meeting at 8 45 adjournedp m until Thursday, May 19 at 7 30 p m Representatives of the School Committee and School Department will be asked to come to this meeting Respectfully submitted,¢ Erna S Greene, Secretary to the committee {
