Minutes of April 7 1994 in the Selectmen' s Meeting Room, Town Office
Building
The meeting was called to order by Acting Chairman Francis X Fields at
4 10 p m with committee members Chiefs Bergeron and Casey (for
protection services) , Edson, McCabe, J Kennedy, Scanlon and Touart
present The following also attended Selectman Leo McSweeney, Town
Manager Richard White, Appropriation Committee member Jane Paget, Town
Purchasing Agent James McLaughlin, Fire Dispatcher Frank San Severino,
Firefighters Joseph Foley, Richard Sullivan and John Tobias, Police
Captain James Kilmartin, and Peter Berry and Chuck Langone of RAM
Communications
Police Chief Casey noted that the police and fire departments have
worked closely on the plans for consolidation of town safely dispatch
services in the Police Building The motion to be proposed to Town
Meeting calls for appropriation (and bonding) of $1 6 million Chief
Casey presented overall description of the project and Fire Chief
Bergeron described the equipment , on which he has concentrated
attention Brett Donham of Donham and Sweeney worked on project scope
and trimming and will be at Town Meeting during discussion of Article
15 In addition, Purchasing Agent McLaughlin helped to reduce project
cost by 15 percent
Fire department radios , some dating back before 1978 , are to be
replaced, as will the Police Bapern system Computer hard and software
acquisitions will maximize existing equipment Included will be closed
circuit TV for cable and tie-in for alarms , telephones , data lines and
intercom The cable will be installed underground in an existing conduit
along Massachusetts Avenue, rather than overhead This will save money
In the building security and safety doors and bullet resistance for
prison processing will be installed and the cells will be brought into
compliance in all aspects including size, heat and equipment Cost of
all construction work in Article 15 $694 ,000 That encompasses
complete conversion of the dispatch area, asbestos work and the East
Lexington Fire Station boiler
Reported that eleven general bids were received Low bidder was A J
Robicheau Construction Inc of Roslindale Motorola equipment was
selected from the State bid list Computer hardware bids will not be
opened until April 14
Selectman McSweeney asked about change orders Response each change
order requires three signatures Contingency allowances in the $1 6
million are ten percent ($40 000) on the renovation work and two percent
$25 ,000) on equipment A half time Clerk of the Works will be hired for
eight weeks Electrical work bid was a filed sub-bid There may be a
challenge in the heating/ventilation bid since the highest of low
bidders was taken
Meeting was adjourned at 4 53 p m
