HomeMy WebLinkAbout1993-09-22-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of September 22 1993 Meeting in the Selectmen' s Meeting Room, Town Office Building, as approved October 27 , 1993 The meeting was called to order by Chairman Kennedy at 8 03 p m with committee members John Kennedy, McCabe, Scanlon and Touart as well as public safety representatives Acting Police Chief Christopher Casey and Fire Chief John Bergeron present Also attending were new Capital Expenditures Chairman Nick Cannalonga and schools facilities manager John Moynihan III Briggs Fieldhouse Roof Trial is now scheduled for the week of December 6, 1993 Protection Agencies Communications and Consolidation requests for proposals have gone out Ten firms of the 35 to 40 expressing interest attended a pre-bid conference held last week Some firms expressed interest in both proposals and 24 were interested in design and architectural work Jim Scanlon visited the Portsmouth ME facility, considered a model in this region Local experts Caleb Warner and Paul Nesbeda have offered to help evaluate the bids, which are due October 14 PBC will be needed to help, especially on design aspects of the current bids and later, "to coordinate construction " In renovating the police headquarters , the Donham and Sweeney report of 1992 recommended, the cell block and lockers must be brought up to standards for ADA compliance and accreditation (Archetype has a copy of the above-cited report) A list of bidders was circulated to committee membAers Appropriation for design is $70 ,000 Donham and Sweeney has found space for combined dispatch within the police building Reported that Enhanced 911 service will be implemented in stages throughout 1994 John Kennedy recommended a selection process similar to that for DRA (schools) rather than the short list procedure used previously (John Moynihan reported that DRA' s contract has been signed and the School Department is happy with it so far Ultimate responsibility for construction is with the PBC ) Commented that the Mass public bidding is difficult to deal with In this case a price will be set through negotiation with the top selection Bid documents and John Moynihan' s assistance to the team were praised Jim Scanlon will help at the bid opening for Fire and Police Only the top one, two or three contenders will be presented to the selection committee composed of the chiefs and an internal team already involved, including "designated members of the Joint Dispatch Committee " Archetype's Study of School and Town Buildings John Moynihan reported that blatant potential mechanical and electrical problems were missed by mechanical consultant Aboud Zade Example Heating systems were not turned on to see it they operate Moynihan is meeting with Archetype on PBC Minutes 9/22/93 - Page 2 Friday morning, September 24 to discuss study progress He will advise Chairman Kennedy if committee assistance is needed to enforce thoroughness An example of a study inspection success occurred when the high school field bleachers were urgently in need of repairs in early September Temporary repairs have been done Noted that the town' s own inspections must be beefed up Peter Chalpin should be alerted to this need Approvals Confirmed of September invoices from Archetype totalling $40 , 700 for work on schools and $14, 450 for town building for work since July 1 Minutes Approved in Full as submitted for all meetings from October 27 , 1992 through May 19 , 1993 and as amended for June 16 and July 14, 1993 Meeting adjourned at 9 21 p m until Wednesday, October 27 , at 7 30 p m Respectfully submitted, i � -a- I � s� Erna S Greene, Secretary to the Committee
