PERMANENT BUILDING COMMITTEE
Minutes of April 22 . 1993 Meeting in Room G-15, Town Office Building, as
approved September 22 , 1993
The meeting was called to order by Chairman Kennedy at 7 50 p m with
other committee members Edson, Johnson, McCabe and Scanlon present
Also attending were School Committee member Joseph Dini , Director of
School Building Operation John Moynihan III , and assistant principal
David Davaiau
Proposal for Schools Study by Archetvpe document summarizing scope of
project and price of $93 ,000 was distributed Those who had already
seen it recommended that it be approved
Study of all town buildings should be included, Town Manager has asked
Archetype has been informed of this request at a price not to exceed
$35, 000 (for a study of primarily structural concerns , with some
function/programmatic considerations) Ten town buildings are to be
included, excepting the pool complex/bathhouse and possibly the DPW
buildings since that department has already done some inventory work
The school administration and library buildings will be included (Peter
Chalpin has compiled the list of buildings)
Discussion of Archetype Proposal in Detail Noted that Archetype has
expressed willingness to start before July 1 , while school is still in
session, even though money may not be available in July School
Committee member Dini asked about bonding (Answer not required for
professionals ) Edson said the phrase "related to all changed enacted
since 1989" should be omitted from No 3 , page 1 Edson also questioned
the wording in G "Termination of Contract", stating that the contract
should be able to be terminated for any reason (Answer Town Counsel
will review all contract terms before it goes out ) VOTED that
Archetype' s proposal be accepted
Article 20 requesting $200 ,000 for study of all town buildings and
consolidation of public safety services dispatching and communications
systems is expected to come up on Monday, April 26th * Chairman
Kennedy will speak for the PBC in favor of the article
In discussing various aspects of the proposed buildings study, Dini
asked for explanation of the nature of the program, its software and
relation to inspections , capital planning, demographics and building
needs or deterioration Explained in regard to police/fire needs, two
committees have been formed under the "public safety" umbrella - one for
communications and the other for consolidations McCabe note that fire
alarm boxes should be removed as they are an unnecessary nuisance
