HomeMy WebLinkAbout1993-03-25-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of March 25 1993 Meeting in Room G-15 , Town Office Building, as approved September 22 , 1993 The meeting was called to order by Chairman Kennedy at 7 33 p m with all concerned committee members except Johnson eventually present Also attending were school staff John Moynihan, and assistant principal Anthony Capezza of the High School and elementary school principal David Horton Two architectural and facility planning firms (fourth and fifth appearing this week) had been scheduled to present their responses to the town' s request for proposals for a study of town school facilities needs 4 Archetype principal Joel Bargmann, Tom Scarlata, engineer John Looney , educational planner John Miller and MEP audit engineer Melvin Koymen represented this firm' s proposal Using slides of Lexington' s schools , Bargmann told of existing and potential problems associated with materials and conditions such as wetness After reviewing processes such as audit , flow charts , preparation of database, plans for maintenance, presentation preparation, ADA review, master building review, schedule of inspections, forms to use in surveys , Archetype noted their weakness in educational planning and therefore introduced John Miller to fulfill this need Miller of Educational Planning and Design told of his work in demographics , grade arrangement , technology utilization, using a slide show of advanced technology in existing schools in other communities Included in Archetype's output would be a capital plan with menu and costing and possible priorities An ADA compliance list would be separated out for ease in funding Also supplied would be a one-page executive summary as well as an ADA audit Software would be Excel and FilemakerPro (MacIntosh) Committee members questioned who they would interview and time spent on it When asked about starting time, presenters said they would start earlier than July 1 Five hundred hours would be spent on the survey 5 Tanpe, represented by principal J Stewart Roberts , Jeffrey Davis and Al Reardon of Reardon and Turner Engineers , compared the proposed work in Lexington to a recent survey of Needham Schools they had recently completed Included were expansion planning options prioritized as (1) life saving, ( 2) providing programmatic advantage (3) and wish list The firm in the past two months has been working on Wellesley ' s plans to accommodate rapid growth, considering options such as modular construction Among other projects , one particularly noted was a session recently held in Hubbardston where feedback "debriefing" was requested a year after the project 's completion Reardon talked of how he surveys mechanical , electrical and plumbing plans and interviews operators of the present systems A technique suggested by Tappe representatives was to inventory check points as a test case at one school and then meet with local building officials PBC Minutes 3/25/93 - Page 2 Software used is MacProject Quick answers can be generated and can be a resource in community interface as the project progresses Committee queries asked about hours to be spent on demographics and use of an educational consultant Tappe representatives said they sometimes have employed the Ex-SBAB head (Diane Price) Again they emphasized the interactive quality of their materials Discussion of the five Proposals first found four of the five consultants who appeared capable of doing the job well The fifth (Michael Rosenfeld) was considered a creative architect and builder but probably not suitable for a study/plan Concern expressed that almost all of all of them were doing almost exclusively government work, and all seemed to be using Diane Price as a consultant Question arose on whether Capezza and Horton would vote in committee 1 decisions Committee members responded that they would be considered "part of the consensus" Each person around the room listed his or her top three contenders First cut eliminated only Tappe, further deliberation showed preference for Design Partnership of Cambridge above the other two Agreed that informal checking calls will be made by John Kennedy, John Moynihan and Tony Capezza, with reports to go to John Moynihan who will coordinate the findings A daytime informal meeting will be planned for preliminary discussion of scope for cost basis with John Kennedy, Bill Kennedy and Design Partnership representatives (possibly Tuesday) The committee will be next Thursday , April 1 at 7 30 to finalize formal decision by vote At 8 30 the proposer will be invited for further negotiation with the full committee and possible action There are two weeks before school vacation for preparation of (part of' ) motion and presentation to Town Meeting Meeting adjourned at 10 33 p m Respectfully submitted, Erna S Greene, Secretary to the Committee
