PERMANENT BUILDING COMMITTEE
Minutes of March 10 1993 Meeting in Room G-15 , Town Office Building, as
approved September 22 , 1993
The meeting was called to order by Chairman Kennedy at 7 47 p m with
other committee members Edson, Johnson, McCabe, Scanlon and Touart
present Also attending were school staff John Moynihan, and assistant
principals Anthony Capezza of the High School and David Daviau of Clarke
Middle School
Each committee member had received copies of the 15 proposals for the
schools study and was asked to name those judged top five Those most
frequently chosen were discussed in terms of size, capability,
experience, list of "consultants" and reports from those present who had
knowledge of their work Generally agreed that the report of the study
should be presented both on hard copy and on disk in a program that
could subsequently be manipulated by school personnel for purposes of
presentation and tracking Noted that an expensive program to manage
facilities was not expected or presently needed In addition, bidders
will be told to switch consultants if one or more listed are not
considered satisfactory, assuming the bid and bidder are well qualified
Committee members expressed a desire to find out how much the study will
cost Mohnihan will review the law regarding this type of bid request
The committee may ask about how many man-hours the bidder estimates
using on various aspects of the study According to Moynihan's
understanding of the regulations , the price must be negotiated after the
bidder is selected
VOTED to invite the following to the next two meetings, three on the
first night and two on the second night , with time reserved for
discussion and decision at the end of that meeting

Each bidder will be asked to speak to his/her proposal , tell about the
software to be used and delivered, fee proposal , how the project will be
organized and attacked - possibly a flow diagram - and how many hours of
work planned for each facility
J P ' s Contentions J P has recommended "non-binding mediation" for
differences between the contractor and the Town Committee not in favor
- a "waste of time" A letter is going out to J P further detailing
the Town' s stand
Meeting adjourned at 9 20 p m until meetings of March 22 and 25 to meet
with bidders for the schools study ,
