PERMANENT BUILDING COMMITTEE
Minutes of January 27 1993 Meeting in Room G-15 , Town Office Building,
as approved September 22 , 1993
The meeting was called to order by Committee member Edson, at 7 55 p m
with other committee members John Kennedy, McCabe, Scanlon and Touart
present for the school discussion and Bergeron present (replacing McCabe
and Touart) for Fire discussion Also present were Ron Grammont of
Capital Expenditures Committee throughout the meeting as well as John
Moynihan and John Oberteuffer for the schools discussion
High School Field House Roof trial between Town and Briggs is now set
for May 4
J P Letter was discussed briefly The committee's response, saying in
essence "Our June 2 letter holds , " will be sent Pascuccio after Chairman
Kennedy reviews a draft letter with Craig Stewart of Palmer & Dodge
Schools Facility Study RFP draft was sent Town Manager, Selectmen,
Appropriation, Capital Expenditures and PBC by John Moynihan on January
6, day after School Committee at which it was presented, asking for
comments by January 15 A marked up draft copy incorporating the
feedback was distributed to PBC members present A revised copy
incorporating the recommended changes went to the School Committee last
Friday, January 22 That draft goes to the Central Register and DCPO
It is anticipated that bids will be received during the last week in
February and the dollar figure should be known about March 1 The School
Committee, schools administration and PBC will review the bids and
recommend the contract award Grammont asked if a three-month time frame
for the study would be realistic Noted that the study was of
facilities only Related demographic data would be supplied by the
town Furthermore, the study will build on the work of KLQ and
Chartwell , as accumulated lists of the schools
Principals will be consulted, and in fact have already be alerted to
prepare their input After the study is finished the School Committee
will prioritize its recommendations The PBC will also participate in
the post-study evaluation Even though the committee will attempt to
distinguish wish list from long-term needs , it was predicted that more
will be recommended than what the town can afford Moynihan said he
would make sure that especially good bidders are alerted about the RFP
The PBC' s two School Committee appointees Touart and McCabe agreed to
help evaluate the bids
Other schools matters Work on Hastings renovations will begin soon
The RFP on this will also go through DCPO as do all construction bundles
of $100 , 000 or more Moynihan reported that the high school elevator is
scheduled to be inspected tomorrow
Discussion of Fire concerns began at 8 30 p m
Fire Department ' s proposed plans and submittal were reviewed
Recommended that existing plans be included Committee asked about
location of stairs on one floor and a walkway intended but not shown

It was pointed out that the plans had just been on CAD and were being
viewed for the first time today by Chief Bergeron Others who should
see the plans include Town Manager and the Enablement Committee Areas
open to the public , but not the second floor, will be handicapped
accessible
Fire personnel are planning to visit comparable stations in Centerville-
Osterville and Milford and will note good and bad aspect of these and
other facilities
Committee members questioned the status of the Fire Department proposals
in the Warrant for 1993 This is not yet apparent The main fire
station heating system needs updating A new boiler for the East
Lexington station has already been eliminated from the FY94 budget
Bergeron suggested that the next month be spent reviewing draft plans
and comparing with other communities ' stations Presently the overall
configuration of safety services (one or two buildings) is still under
consideration
Meeting adjourned at 8 56 p m until Wednesday, February 24, 7 45 p m
