HomeMy WebLinkAbout1992-03-12-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of March 12 1992 Meeting in Room 105, Town Office Building, as approved April 21 , 1992 The meeting was called to order by Chairman Kennedy at 7 45 p m with other committee members Edson, Johnson, John Kennedy, Scanlon and Touart present Also attending were Chief Bergeron, Lt Donnelly and Director of School Building Operation Moynihan Fire Department Needs were detailed on a new list dated March, 1992 , that included square footage to fulfill each need Lt Donnelly had also drawn present and proposed sketch layouts for Fire Headquarters expansion The present station contains 11, 955 square feet, to which about 6 , 000 s f should be added, Fire personnel are estimating, bringing total to about 18, 000 s f In the planning process a handbook published by the International Fire Chief Association was used Noted that the station is in an Historic District Chief Bergeron told of finding 1973 Permanent Building Committee plans for building a new fire headquarters These plans were disapproved by the town manager of the time, and the then Fire Chief took sick Bergeron and Donnelly pointed out that additional garage space (5, 300 s f in present) would be needed for more apparatus , should the Fire Department be housed in one instead of two facilities Included in new plans is an area for community center that would also be used for training, voting and meetings (Fire personnel departed at 8 06 p m , after next meeting date was set ) Committee members continued some discussion of public safety needs , noting that further discussion of options , priorities and costs would be required to shape a program answering town needs for dispatch, training and administration needs One of the problems in these discussions Fire reports a present need Police needs are farther in the future More option possibilities were mentioned, such as combining systems of the two departments leaving buildings where they are, or combining fire equipment and personnel in one station Discussion of protection service needs ended at 8 28 p m 1 School Issues There is no new report on the J P claim although parties meet as earlier reported At least two more weeks of work are needed Barbara Manford has left the employ of TAMS and this state Results of her final work on the case is not yet known Committee members affirmed the accuracy of February minutes on the discussions Noted that above information is privileged and not to go to J P Roof Claim The March 9 trial date was postponed until May 11 Town participants were ready to testify, but Briggs lawyer Cohen had been delayed on another trial Adler will be paid on the town' s legal budget, which is already overrun Present work on schools is progressing, Moynihan reported The architectural firm of E Flansburgh has been hired to draw up preliminary plans for the two science labs at Diamond Design concepts PBC Minutes 3/12/92 - Page 2 have been agreed upon and committee member Touart will work with the staff on colors According to the architects, about $70,000 worth of asbestos removal will be needed (from ceilings in the labs) About $90, 000 to $110, 000 is the cost estimate for the high school elevator This is near budget The elevator may have to be located in J house Committee expressed concern about the cost and conditions for Hastings renovation Moynihan assured that a way would be found to have renovation in progress before Higashi School departs so that school use of the building would in effect be continuous and the state would not require immediate total code compliance Another alternative would be to hold down dollar value of renovation to less than 25% of valuation Plans for next meeting were discussed briefly School business will come up first; then will follow a brainstorming and analysis session, with a 10 30 p m limit on the meeting Committee people offered to help Scanlon to talk with Chief Furdon and John Kennedy to set up a matrix to help weigh various concerns and needs Meeting adjourned at 9 07 p m until Tuesday, April 21, at 7 30 p m Respectfully submitted, Erna S Greene Secretary to the Committee
