PERMANENT BUILDING COMMITTEE
Minutes of January 16 1992 Meeting in Room G-15, Town Office Building,
as approved April 21, 1992
The meeting was called to order by Chairman Kennedy at 7 43 p m with
other committee members Bergeron, Donnelly, John Kennedy, Scanlon and
Touart present Also attending was schools staff member John Moynihan
III and Capital Expenditures Committee representatives Ron Grammont (who
will be Liaison to the PBC) and Paul Hamburger
New Committee Members were announced by the chairman Peter Johnson has
been appointed by Town Manager to replace David Smith Dan McCabe has
been appointed by the School Committee to replace Peter Johnson for
schools projects
Field House Roof disputants met before a judge in early December and
were told to meet and negotiate They met December 13 to no avail A
March 9 , 1992 trial date is set
J P Contentions Committee members expressed concern about where money
would come from to pay for a claims consultant A meeting has been set
for 9 30 a m next Monday with Chartwell, TAMS and Palmer & Dodge at the
town counsel ' s offices Some possible considerations were discussed
Valves at Diamond have been inspected by Lou Perculio of Amtech, and
Moynihan asked him to send the report to Barbara Manford with the
message that the School Department wants the valves fixed Ms Manford
is arranging for the corrective work with a piping contractor 1
Hastings School Reopening has been set for September, 1994 The School
Committee has met with the Capital Expenditures Committee, and $350,000
(about 1/3 of the reopening cost) has been requested in the FY93 budget
The Higashi School now rents about 75 percent of the school The roof
has recently been redone and looks good About $150, 000 is left from
the 1990 capital expenditure article, leaving almost $600, 000 still
needed on building renovation, plus about $200 , 000 for furnishings
Other Schools Capital Projects Bid packages for design of Diamond and
High School elevators, Diamond science labs and High School pneumatic
system Of 42 requests for specifications , 18 bids were submitted
Diamond Principal Joanne Hennessy, Acting Schools Superintendent Barnes,
Director of Schools Buildings Operations Moynihan and the PBC committee
representatives on the project would like to see plans by May, with
Architect selection by February The budget is $690,000 less $250 , 000
for High School DEF and Science Building tar and gravel roofs
Another needs assessment may be needed at this time (KLQ cost $40, 000)
More mechanical capability would be needed by whoever does such an
assessment The School Superintendent had projected $12 million in
capital expenditures over the next 15 year ($800, 000 per year) and even
that would not fulfill all needs previously listed Speculated that
this amount might not be approved by Town Meeting

Minutes of November 21 1991 , Fire Department section of the meeting
only, were approved as amended
December 26 Tour of Inspection of the Central Fire Department and
ensuing discussion were reported
Among the issues considered
1 Refurbishing and upgrading the Central Station, with modifications
2 Consolidation of safety functions
3 Continuation and role of the East Lexington Fire Station
4 Upgrading of radio system needed at Fire Headquarters
A list entitled "Fire Headquarters Renovation Project, Preliminary
Attention Items List was passed around "Improve traffic lights signal
system" was added to this two-page nonprioritized list
Fire people displayed brought the 1945 plans for the headquarters built
in 1948 , describing the building as "sound " They noted possibilities
for additions and rearrangements They also brought reports of two
studies of response times , one based on raw area and the other based on
response practices and need to pass through the center of town They
noted that equipment goes all over town from the East Lexington Fire
Station (where the newest "Engine One" is now housed) There are now
more medical than fire calls Having a second ambulance has proved most
advantageous this year Payroll comprises 97 percent of the Fire
Department budget, which is five percent of the town operating budget
The Department is also the town' s responders to hazardous materials
emergencies
The PBC concluded this discussion by stating that the committee needs to
define its role in the safety project
The meeting adjourned at 9 30 p m until February 13 at 7 30 p m
