HomeMy WebLinkAbout1991-10-24-PBC-min.pdf i TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of October 24 1991 Meeting in Room G-15, Town Office Building, as approved November 21 , 1991 The meeting was called to order by Chairman Kennedy at 7 42 , with all current committee members present except John Kennedy Also present were Schools staff Moynihan and Consultant Rowlands Field House Roof depositions have been taken for Briggs personnel , and deposition of Chairman Kennedy is scheduled for November 6 Morello is approaching Palmer and Dodge for a settlement The roof has leaked a bit in recent driving Northeast winds The leaks have occurred off to the side , an area not involved Rockland' s repair job A complete replacement of the roof would have cost $200 , 000 It appears that bills for about $4, 000 above the $80 , 000 Town Meeting appropriation of 1991 have been submitted by Simpson Gumpertz Chairman Kennedy will check these in detail because their billing was supposed to be $17 ,000 and not the $23 , 000 reported by Town Comptroller John Ryan The School Committee and John Moynihan have been asked for a $ figure on damage from the leaking roof The town is asking $90 000 damages Amounts beyond that may be difficult to document due to prior damages J P Construction Co is asking $509, 000 extra on his fixed price contract because of change orders According to Brian Rowlands , the town owes J P about $30 , 000 Last month the committee agreed to pay him what is owed A meeting has been set up at Palmer and Dodge to discuss this situation In reviewing the construction history, it was pointed out that delays in ordering structural steel caused a four to five month delay, and brought on winter heat and closure problems The committee called it "miscoordination" J P complained about design problems Town is paying an extra 5 to 10 percent for change orders TAMS architects, who have finished their work on the project, have not yet aligned themselves in the Town' s defense Noted that the quality of J P ' s work was good Brian Rowlands is assembling the Town' s data on J P Pneumatic system valves that were installed backward by the contractor (under J P ' s jurisdiction) need to be fixed, John Moynihan reported Manny Coscia to be consulted on how to handle this Fiske roof leaks ' are suspected to be caused by defects in flashing that was under a contract with J P Construction Co Capital Projects for Schools were the subject of a Monday (Oct 21) meeting in which is was agreed the PBC will be available as a resource Of $697 , 000 worth of work under the supervision of Moynihan, $597 , 000 is left, mostly well-defined projects such as roofs that will be bid in the spring Bids for the Language Lab renovation came in slightly less than the allotted $100, 000 Also to be done will be Diamond lab renovation and design of a new High School elevator and conversion of the Diamond freight elevator for passenger service Moynihan asked the PBC for advice on the high school elevator (previous cost estimate $250, 000 for work $50, 000 now allotted for feasibility study of placement Money for above will be bonded along with the new North Lexington Pumping Station 1 PBC Minutes 10/24/91 1 Asbestos Work must be done by a certified contractor Last time the School Department used Briggs to remove some asbestos from the High School Capital Budget Information prepared for the October 21 meeting was reviewed quickly Noted that opening the Hastings School would cost the town about $500 , 000 to fix up and bring up to standard and about the same amount again to operate the building annually The uncertainty in timing Hastings ' opening has complicated decisions for FY93 and later years It appears that the schools need to spend about $1 million each year for the next 15 years to bring the schools to good condition There may be advantages in assembling another large bonding program Minutes of September 11 1991 were approved as amended A new PBC member is needed to fill the vacancy created by the resignation of David Smith Chairman asked remaining committee members to talent search and recruit 1 The meeting adjourned at 9 40 p m until Thursday, November 21 , 1991 at 1 7 30 p m 1 Respectfully submitted, Erna S Greene, Secretary to the Committee 2
