PERMANENT BUILDING COMMITTEE
Minutes of September 11 1991 meeting in Selectmen' s Meeting Room, Town
Office Building, as approved October 24, 1991
The meeting was called to order by Chairman Kennedy at 7 43 p m , with
other committee members John Kennedy, Scanlon Touart Peter Johnson
arrived shortly thereafter Also attending were John Moynihan of
Schools Staff and Consultant Rowlands
Minutes of February 12 1991 were approved with a spelling correction
Field House Roof leaked only slightly in wind-driven rains of the
Hurricane Bob in August, Moynihan reported The leak was located in a
shingle area not redone in recent repairs by Rockwell
Suit on the roof has progressed to the taking of depositions from Briggs
and Morello Noted that the repair work cost very close to, but within
the $80, 000 appropriated by the 1991 Annual Town Meeting
J P Construction claims are still just that About $20 ,000 is owed
J P ; most of this is owed to subcontractors Pascuccio' s claim is for
$400 ,000 This is less than 10 percent of the total amount of his
contract ($1 6 million) He asks a $500 , 000 settlement The job is
done, except for one light that is not available After some debate
committee VOTED UNANIMOUSLY to pay J P the amount owed Then he should
be informed that the committee has no money in the contract or article
for more payment Furthermore if he sues the Town, the Town will
countersue Most salient of the contractor 's foot-draggings was his
delay in ordering structural steel Committee discussed motivations and
strategies as well as ways to garner the best legal power
School Work in Progress and Planned was outlined by Moynihan Three
roof rehabilitations are now in progress Renovation of the Language
Lab, under contract, is to begin soon Town Manager has asked that the
PBC be involved in the work The $700 , 000 voted in the 1991 Town
Meeting has not be spent About $400, 000 remains from the 1990
appropriation, mostly for asbestos removal and more roof work Tar and
gravel roofs are now being installed Moynihan said he would
investigate the J House roof drain/insulation problem that was
discovered during the high school renovations He now has
specifications from a New Jersey architect for the restoration of eight
high school roofs A monitor is now on the jobs in progress Money has
been appropriated for design work on the high school elevator and for
retrofitting the freight elevator and upgrading labs at Diamond
Approvals were VOTED for final payment of roofer Rockwell with
compliments on a good job and for payment of Secretary Also Sarnafil
warrantee was signed
Meeting was adjourned at 8 29 p m until Thursday, October 17
