PERMANENT BUILDING COMMITTEE
Minutes of February 12 1991 committee meeting in Room G-1, Town Office
Building, as approved September 11, 1991
The meeting was called to order by Chairman Kennedy at 7 47 p m with
all committee members present except for David Smith Also attending
were Clerk of the Works Coscia, consultant Bryan Rowlands and architect
Barbara Manford as well as Town Manager Richard White
Minutes of January 22 1991 were approved as amended
Capital Plannina Discussion with Town Manaaer centered on planning for
public safety functions Very little has been changed since 1948 beyond
some added equipment (with the exception of 1968-71 expansions in the
town offices and police buildings) Town Manager White envisioned the
committee' s early involvement in the planning Funding might begin with
about $34, 000 in FY94 , then $100,000 for feasibility designing and about
$1 million in construction Needs in training and administration
building have changed Public safety and engineering departments should
help identify needs Basic inventory and all issues must be thoroughly
explored up front
In the two planning years ahead, Town Manager would like Permanent
Building Committee to assess all systems and look at all angles without
vested interest Possible updating and combinations of functions should
be considered Staff and support would be provided by Town Manager 's
office Town Manager agreed to get in touch with David Smith, whose
planning experience would be valuable on the committee
Hiah School Field House Roof Adler will be away for the coming month
An outside estimate for his work would be $15, 000, but the optimum would
be to keep that figure down to $7 ,000 A total cost of $80, 000 is
anticipated Of this $58 ,000 would be for construction, $1,500 for
Chartwell ' s fees (to date) and $11, 000 to Simpson and Gumperts for
specifications Other costs are to be negotiated Town Manager may be t
able to raise funds from the Stabilization account It looks as if
Rockwell, roofer, may want to start work quite soon The job should
take four to five weeks Questioned whether the work should be done
while school is in session Morello is still in business as A-Tech;
Briggs is also still operating but reported "in trouble"
Wheelchair Lift is still in the high school Coscia offered to get two
prices for removal, with February vacation the best time frame for the
work to be done Moynihan will see that the current is disconnected and
could arrange for school personnel to remove the equipment No salvage
value is anticipated
J P Construction Co 's Joe Pascuccio appears to be amassing a claim of
about $400, 000 and wishes to meet with PBC Bryan will discuss this
with Craig Stewart of Palmer & Dodge, whose letter has recommended
responding, "We have no money " Committee members wondered out loud if
the Town should file a counterclaim for J P 's delays
The job is not yet complete - only about 95 percent The Town has 65
days to pay after completion The punch list was presented in

September, 1990 Presently panels at Diamond are leaking and causing
damage inside (bidding minimum $10, 000) Caulking needs to be redone
J P has not paid his subcontractors Committee recommended turning the
matter over to attorney for closure Rowlands will set this up with
Craig Stewart Manford said "some money" might be released but should
await legal advice TAMS ' bill is now $5, 100, plus $500 for basic
services
Meeting adjourned at 8 45 p m until time uncertain
