PERMANENT BUILDING COMMITTEE
Minutes of August 22 1990 committee meeting in Room G-1 Town Office
Building, as approved January 22 1991
The meeting was called to order by Chairman Kennedy at 7 47 p m with
other committee members Johnson Smith and Touart present Arriving
shortly thereafter were PBC members Edson and John Kennedy Also on
hand were staff Coscia and Moynihan as well as consultant Rowlands
Minutes of May 17 1990 committee meeting were approved as submitted
with addition of committee member Johnson among those present
A Letter from Town Manager to the committee, dated July 25 complimented
and thanked the committee for its work and enclosed a new list of
committees with their mission statements Also included was a newly
published committee handbook
Field House Roof figures in the May 17 minutes while current at that
meeting are no longer accurate Value of total amount of work needed on
the roof is now $54 , 000 Briggs ' original offer was $20 , 000 ; Morello ' s
$15 , 000; and the Town' s $14 000 (Total $49 000) Morello offered
$2 500 of the difference Briggs said no and withdrew from
negotiations Since then the town obtained a design proposal from
Simpson Gumpertz and Heger with the intent of going ahead (to bid)
Committee member Edson followed up on this with Liberty Mutual Briggs
insurance firm, who then decided the work in contention was not �
insurable Meanwhile Morello has said he would like to do the
construction work
Questions arose (for Town Counsel) whether bidding would be required for
design or building Moynihan asked if internal damage due to leaks was
included in the negotiations Response was that the internal damage was
not enough for the town ' s insurance but this damage would be included if
the affair goes to court Design deficiencies (by Briggs) noted
Morello has offered to do the job (worth $54 , 000) minus profit of
$17 500 This would cost be $36 500 (equal to Briggs original offer of
$20 , 000 plus Town' s $14 000 plus additional $2 500)
Town' s attorney Craig Stewart of Palmer & Dodge, recommended accepting
the offer assuming no 11th hour offer from Robert Cohen attorney for
Briggs Also design work is exempt from bidding The construction is
not really a new contract and its award may not be contested Morello ' s
workmanship guarantee on the past job expired September 1 , 1990 Noted
that Morello was allowed by Briggs inspector to deviate from
specifications
The Simpson Gumpertz plan agreed upon includes (1) extending PVC below
the skylights , which must be brought flush to surrounding roof decking
and (2) repair of hip flashing Not including needed supervision the
Simpson Gumpertz plan may cost in the $20 000 s Chartwell will verify
cost estimates

Progress Report Rowlands stated that J P is nearly done with the 1
libraries at Estabrook Fiske and Diamond A total of $30 000 has been
withheld pending completion of punch list items painting repair of
leak damage , and dome lights as well as some hardware to be installed
Coscia said the hardware is important Committee asked if someone
should be hired to finish the job J P is rattling swords about a
sizeable suit in the wings ($575, 000 ?)
Amtech is still working on the Diamond dimmer system The fire alarm
system at the high school alarms at random apparently responding to
changes in humidity The supplier, Edwards is not what Coscia would
have chosen, merely the cheapest Signet equipment is distributed by
Edwards , the biggest alarm company in this country The committee
(Kennedy) will write a letter of complaint to Edwards as soon as he has
seen the warranty material that Moynihan is about to receive
Wheelchair lift Architect Manford has filed a variance petition and
sketch At the hearing Chairman Kennedy will give reasons why it was
installed and emphasize the increased safety measures added with the
school renovation package (fire alarm and smoke detectors improved
corridor accessibility smoke doors in units and main corridor , etc )
The meeting adjourned at 9 05 p m until Wednesday, October 10 1990 at
7 30 p m
