HomeMy WebLinkAbout1990-05-17-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of May 17 1990 committee meeting in Room G-15, Town Office Building, as approved August 22, 1990 The meeting was called to order by Chairman Kennedy at 7 45, with committee members Edson, Johnson, Smith and Touart present Committee member John Kennedy came at 8 13 p m Also present were staff Coscia and Moynihan, Architect Manford and Consultant Rowlands The Chairman noted that he spoke twice to the 1990 Town Meeting on April 2 to explain the written summary committee report, and on April 30 to respond to the school department's derogatory comments about the PBC Former Town Manager Hutchinson also spoke in defense of the committee Copies of Chairman's speeches, plus School Superintendent Geiger's March 27 letter of apology to the committee, were distributed Approval of Minutes of December 14, 1989 and of January 9, 1990 as submitted VOTED Also VOTED to approve minutes of March 15, as submitted by Chartwell , with addition of date and place of meeting Field House Roof verbal agreement had virtually been reached, but then a glitch appeared Cohen the lawyer for Briggs and Morello has requested a settlement of $20, 000 , which is greater than the previously discussed numbers of $12 , 500 upped to $14, 000 A suit will be filed soon, and the town will push for action this spring The total value of remedial work, including added PVC, is estimated at $39, 000 High School Wheel Chair Lift variance is required, and the committee will be guiding this without hiring an outside consultant The local Building Code Appeals Board will be reconstituted for this issue A variance will be needed because the lift occupies a few inches of required (for emergency egress) landing area in its closed stationary position Manford submitted a summary memo, drawing and copy of variance applications The architect's more detailed information will be based upon this The lift has been operating without problems for several months The committee' s testimony before the appeals board will note that between 600 and 700 additional fire detectors have been added at the high school Both Moynihan and Manford will attend the hearing Remaining problems are being reduced as the punch list is being checked out Some fire alarms , especially those in crawl spaces , are responding to insects, dust and dampness; these may have to be replaced with heat detectors that are less sensitive to such environmental conditions Clerk-of-the-Works Coscia noted that he is aware of all the problems reported in libraries by the school department Some of these have already been fixed Manford stated that she has all the warranties and paperwork such as instructions for equipment These will be sent to Moynihan Remaining money is now down to $3, 200, reduced by $600 since Manny Coscia' s retirement from town employ and need for him to use his own vehicle on the job VOTED to approve payments as listed by Chartwell, , 1 PBC Minutes 5/17/90 even though Final payment of $4,700 to Seaman Bratko will await a meeting with the contractor Meeting adjourned at 8 53 p m until Wednesday, August 22 at 7 30 p m Respectfully submitted, Erna S Greene, Secretary to the committee enclosures to all who did not attend meeting April 2 Report to Town Meeting April 27 Letter from Geiger to Chairman April 30 Report to Town Meeting May 17 Memo from TAMS RE H S chairlift May 17 Chartwell list of payments to approve A 2
