PERMANENT BUILDING COMMITTEE
Minutes of December 14 1989 committee meeting in Room G-1 , Town Office
Building, as approved May 17 , 1990
The meeting was called to order at 7 42 by Chairman Kennedy, with other
committee members Edson, Johnson, Smith and Touart present Also
attending were Clerk of the Works Coscia and consultant Rowlands
Minutes of November 16 1989 were approved as amended extensively
Forthcoming meeting with School Committee was rescheduled for January 9 ,
as the November 28th meeting had been cancelled Among the "must be
done" in addition to essential maintenance was $3 5 million worth listed
by Chartwell Among these are paving at all schools , emergency
generators , roof rebuilding at Fiske, Harrington windows , HVAC work at
Diamond and the high school , roof renewal at the high school This list
is by no means complete and does not include painting Water damage and
concrete deterioration (loosened sills) were noted at Diamond
Permanent Building Committee oversight of this work will be advocated
Field House roof settlement is imminent The town will probably pay
$14 , 000 from Town Manager' s account to lower the PVC cap
Wheelchair lift at the High School looks good at the moment Closing
off the stairs from the top down will be possible Resetting is not
necessary for the emergency circuit to kick in The apparatus has been
working well for the past two weeks One student and one student-
teacher use it The whole school has been inspected by the state
agency The renovation cost is less than 25 percent of the total
replacement value of approximately $17 million $750, 000 has been spent
on the field house alone f
Remaining moneys not allocated appear to be $40, 000 to $44, 000
Rowlands thinks the actual amount may be as much as $100 , 000 This does
not include an allowance for what J P might claim J P ' s strategy
appears to be leading toward a suit against the town Already he has
sued all subcontractors (J P owes Chaldea, a good electrician, about
$30 , 000 ) Ten more change orders remain to be adjudicated The
Chairman will apprise Town Counsel of these events
Work in progress and remaining TAMS is still performing well as is
Chartwell They are now working on punch list, among the items two
lights and a half room of painting
Invoices APPROVED for payment as submitted by Chartwell
Executive Session was VOTED at 9 05 p m by 5 to 0 roll call vote to
discuss Chartwell ' s request for more payment The meeting adjourned at
9 20 p m following the close of the Executive Session at 9 19 p m
The next meeting was scheduled to follow the meeting with the School
Committee (at 8 p m , all invited) on Tuesday, January 9 , 1990
