PERMANENT BUILDING COMMITTEE
Minutes of November 16 1989 committee meeting in Room G-1 , Town Office
Building as approved December 14 , 1989
The meeting was called to order by Chairman Kennedy at 7 43 with other
committee members Edson Scanlon and Smith present Committee member
John Kennedy arrived shortly later Also attending were staff Moynihan
and Coscia and consultant Rowlands
Minutes of October 12 1989 were approved as corrected
Communication from Superintendent of Schools Geiaer essentially
contained two requests of the committee to pursue the
legality/compliance issue of the handicapped lift at the high school ;
and to submit a list of future projects uncovered during the planning or
construction phases of the about-to-be-completed school renovations
The committee was invited to a near-future School Committee meeting, and
the November 28th meeting was selected for presentation of the future
projects list, to include the TAMS report on KLQ items not included as
well as Chartwell ' s list evolved from construction Noted that the
Permanent Building Committee and the schools did not necessarily approve
all KLQ items All items included in the renovations were included in
the KLQ report
Agreed later in the meeting that the chairman will respond to the
superintendent ' s letter
Handicapped lift_concerns continue to plague the high school A recent
memo from Building Commissioner Frederickson expressed concern about
clearing the stairs for egress in an emergency If a power outage
occurs , the lift must be shut down until emergency backup power is
available Although the lift is now hooked up to the emergency
generator , it may need to be manually reset from the panel to operate
Committee members urged that a reset button be placed in the chair
Emergency power takes 20 seconds to develop
John Kennedy, who had visited the site, suggested that either the stairs
be used solely for handicapped people or that an attendant accompany the
wheelchair user for each stair trip, which occupies the entire stairway
for more than four minutes He commented that the lift does not appear
to be a correct application for the equipment There are now two
potential users of the lift According to committee members this is a
problem for TAMS and Barbara Manford Committee asked about the
possibility of shutting off the staircase top and bottom (with
handicapped operated doors) Egress measurements were also recommended
High School front doors almost all now work Alterations and
adjustments have been carried out as far as possible !
Settlement agreement with TAMS is virtually completed
Remaining problems and work to be done under existing contracts include
Signet Fire Alarm System to be completed by Crowley, a non-existent
company, serious roof leaks at the high school field house and about

five days worth of work remain to be done in every trade at Fiske
According to Clerk-of-the-Works Coscia the Field House roof and some
ceilings at Fiske are not right Committee urged that roofing
contractor be called rather than Briggs who has been the one called in
the past Moynihan will call Morello direct There is now a $14 000
tentative agreement with Morello to get the PVC to come below the
skylights Although both the Diamond and Fiske libraries have been
turned over to the schools contractor J P and subcontractors are still
squabbling over pay All in contention over the J P contract should
come to a head in the coming week All construction funds are already
committed Only $40 , 000 in non-construction money is left, according to
information from Comptroller John Ryan However, this figure has not
been confirmed with Chartwell A $150, 000 J P delay claim has been
threatened, and a claim for J P ' s not being awarded the first contract
may be filed So far only one three-month extension has been granted to
the contractor Chairman Kennedy recommends bringing town attorneys
into the problem beginning with a briefing meeting with Brian Rowlands
Regarding Chartwell ' s reauest of October 1988 for additional funds
Rowlands was asked to explain his firm' s involvement with SBAB filing,
contract disputes before the Department of Labor and Industries
additional contracts and bidding packages and possible litigation and
time extension Committee member Edson requested all figures on
remaining moneys on paper
Meeting adjourned at 9 10 p m until Thursday, December 14
