Minutes of October 12 1989 committee meeting in Room G-1 , Town Office
Building, as approved November 9 1989

The meeting was called to order by Chairman Kennedy at 7 47 p m with
committee members Edson, Johnson, John Kennedy, Scanlon, and Smith
present Also attending were Clerk-of-the-Works Coscia and School
Building Operation Director Moynihan When all expected attendees had
arrived, a picture was taken by Stephen Wade of the Town Report
Committee, who then departed
Progress on completion of Diamond and Fiske libraries was reported by
Manny Coscia who noted that general contractor J P was foot-dragging
and not paying his subcontractors He reported that with completion of
work by the electrician tonight both libraries would be in move-in
condition, except for univalves for the Diamond heating system These
are part of a complex electronic control system, and the valves are
being imported from Italy
Handicapped Chairlift at the high school continues to be a problem In
a recent meeting at Chartwell with the Chairman and architect, the
professional opinion was that the chairlift was 0 K Concern expressed
that the lift could stop at any position in a power failure and could
block the stairs The emergency power source is nearby and it could be
hooked up to that Vandalism has been a major problem; passersby keep
pulling on the arms and panels and breaking switches Appropriateness
of the equipment for a high school debated Getting a variance for the
use of chairlift on the staircase does not appear to be a problem but
keeping the equipment and its delicate electronic controls working is a
daily worry Moynihan noted that Tom Williamson the serviceman has
been excellent in responding to almost daily calls The lift itself
seems to have bugs; the control panel needs to be relocated to be less
tempting to vandals Installing a camera to take pictures of the
perpetrators was discussed as a possible countermeasure The architect
will be looking further into why the lift was designed the way it was
(cost $37 , 300) Moynihan reported that the equipment was working at 9
a m this morning John Kennedy will meet with the architect and
manufacturer to seek further solutions
Minutes of September 14 1989 meeting were approved as submitted
High School front doors continue to stick in humid weather They
already have been sanded and resealed by contractor Seaman Bratko and
there is worry that they will leak in cold weather when they are likely
to shrink Committee commented that doors should work in all conditions
and questioned the design advisability of solid wood doors for this
application
Field House Roof meeting is to took place on October 2 with the
Selectmen and Palmer and Dodge following further negotiation with
Morello
Diamond heating system in the hall has been reconnected Damage to the
stairs by National Surfacing (asbestos contractor) will cost about
$5 000 to repair

Payment of five bills from contractors Seaman Bratko and J P
Construction were VOTED approved, as adjusted by Clerk-of-the-Works
Fiske _roof Replacement of soaked insulation uncovered during
construction was recommended
Contingency fund report was not presented due to absence of construction
consultants Manny who has requested a credit on high school lights
and other items , told the committee that Brian Rowlands was working hard
to hold down J P costs
Executive Session for the remainder of the meeting was voted unanimously
by roll call at 8 40 p m The meeting adjourned at 9 25 p m until
Thursday, November 9 at 7 30 p m
