Minutes of September 14 1989 committee meeting in Room G-1 Town Office
Building, as approved October 12 , 1989
The meeting was called to order by Chairman Kennedy at 7 45 with other
committee members Edson, Johnson (slighter later) , Scanlon and Smith
present Other attending included Director of School Building Operation
John Moynihan, Superintendent of Schools Philip Geiger and Clerk of the
Works Manny Coscia, as well as consultants Aitchison and Rowlands of
Chartwell
Improved schools ' condition has been noted by LEA president among
others , Geiger reported He now has six maintenance people Fresh air
intakes have been opened and exhaust fans restored at the high school
Custodians now have better tools and equipment , including a lift to
reach field house lights Johns now have solid plastic dividers and
MRWA-recommended water miser toilets Some cafeterias have been renewed
and graffiti is now covered within 24 hours
Minutes of August 10 1989 committee meeting were approved as submitted
Substantial Completion of the Diamond and Fiske libraries was reported
by Coscia In order to get certificate of occupancy, fire alarms will
be completed this weekend and virtual completion can be accomplished
before next week' s end The schools have arranged by extension of
contract with the firm on the job for the necessary new built-in
bookcases Purchase order is from the school budget Punch list has
been held down due to daily supervision At Diamond the heating system
has not been tested due to a disconnected feed line in the corridor
Moynihan reported he was concerned by damage to stair treads by the
asbestos removal job It is a matter for the subcontractor ' s insurance
Handicapped lift in the high school has caused much distress for the
principal , upset by complaints from handicapped students , as well as for
Moynihan, who has put in daily calls for repairs to the lift mechanism
Vandalism prevention measures are needed The equipment is totally
computerized and very sensitive It is Cadillac quality equipment from
a well established manufacturer, installed by a topnotch technician
Replacement with an elevator would cost about $100 , 000
Emergency evacuation variance is now before the local Building Code
Board of Appeals The Building Commissioner had previously ruled that
the staircase, at the dead end of a corridor with six classrooms on the
second floor, was not essential to emergency egress
Diamond Corridor problems include patchwork that needs to be colored to
match existing and a hanging pipe with heat valve that needs to be
covered with a soffit or otherwise secured These need rapid solutions
as dedication of the Diamond Library is scheduled in the near future
High School auditorium lighting panel instruction session that was
supposed to happen September 6th has been rescheduled for September

27th This session will be video taped for future reference A problem
with pulsation of lights was reported Among the complications
Crowley, the electrician has gone out of business
Hiah School front doors have been planed several times They swell in
hot humid weather and shrink in the cold Concern expressed that they
not be the correct door for their use and that they cannot be operated
by handicapped people
Coscia said he is now working on a list of problem items from Moynihan
Asbestos information to enable Moynihan to file in the asbestos class
action suit against Johns Manville will be gathered for end of September
with the help of Chartwell Final filing deadline is October 31
Field House roof is still in negotiation with Morello, with hope of
settlement tomorrow Extension of the PVC cap to below the skylights
will add insulation from the outside The $12,500 extra will have to
come from the town
Accounting differences between Chartwell and the Comptroller 's office
are now being reconciled and then the approximately $25, 000 in change
orders from J P Construction settlement negotiations can soon begin
Some claimed items are due to incomplete specifications and drawings
Payment of Accounts, including two final payments to Briggs and none to
contractors , as listed by Chartwell VOTED
VOTED unanimously by roll call to go into Executive Session at 9 03
The meeting resumed in open session to adjourn at 9 22 p m until
Thursday, October 12 at 7 30 p m in Room G-1
