PERMANENT BUILDING COMMITTEE
Minutes of April 12 1989 meeting in Room G-1 , Town Office Building, as
approved June 8 , 1989
The meeting was called to order shortly after 7 30 by Chairman Kennedy,
with other committee members Johnson, John Kennedy (at 8 25 p m ) ,
Scanlon, Smith, Touart and Library project appointee Wallace present
Also attending were Library director Hilton and schools Clerk-of-the-
Works Coscia, as well as Library architect Davies and schools project
consultant Rowlands
Library renovations are almost done All that remain are lights in the
periodical room, fire alarm (master box awaited for substituting smoke
for heat detectors) , and about two hours of carpentry Approval of two
invoices was VOTED by the committee $300 for the architects and $9 , 177
to the contractor Library Director Hilton was complimented by the
committee for his supervision of the contracts On Sunday, April 16th,
renovations will be celebrated with an Open House and 5 p m dedication
of a Filipowski sculpture in the garden A $22, 281 state grant has been
received
Article 38 of the 1989 Warrant for Town Meeting will be brought up on
April 26 Some mention has been made that the PBC should be involved
Coscia noted that the schools have been doing a good job of maintenance
recently, and they have followed good pricing procedures Committee
sentiment was that the schools should control and that Maclnnes '
successor probably would be qualified to supervise the project PBC
will become involved only if asked
Chartwell report of construction items recommended for accomplishment
in a future effort could cost up to $2 5 million Included are cuts
from the $12 or $20 million renovation packages in the KLQ report, plus
items generated as the current project progressed Some items have been
eliminated as not needed The report has been presented not as a
"complete" list Among needs to be addressed are food storage, not in
previous plans Noted that a many needs could not be satisfied because
asbestos work had soared from $200 , 000 to $750 000
Negotiations with TAMS are to continue with the sending of the
committee ' s response letter offering to settle their claim with the sum
of $116 , 730 The offer will expire on April 28 Committee member Smith
suggested that if the offer is not accepted, the town should reduce its
offer to zero or less
Field House Roof will be discussed at a meeting on April 28th Briggs
has agreed to all by two items recommended by Adler - carrying the PVC
below and skylights and ripping up the hips to put underlayment beneath
Committee noted that no additional funds exist for work beyond agreed
upon remedies Ripping up and replacing faulty filling of the skylights
is part of the agreed upon fixing Committee member Scanlon emphasized
that the warranty must still exist, and that the fixing will constitute
no release from warranty A lawyers ' s letter of September covers the
validity of warranties from the manufacturer and Morello if a substitute

roofer is hired A letter was sent Morello in March saying that he is
still held responsible Committee consensus Fix the roof , but make it
work Some leverage still exists between the underlayment and PVC
extension options
Progress Report The lift has been installed in the High School The
fire alarm system needs completion with more horns , as Fire Department
requires Clocks are working now
Problems at Fiske and Diamond apparently relate to inadequate
information on drawings
Payment of Invoices as submitted by Chartwell with addition of omitted
Secretary's bill , VOTED Only $19 716 in uncommitted contingency funds
remains , with possibly $150 , 000 impending expense
