PERMANENT BUILDING COMMITTEE
Minutes of January 12 1989 meeting in Room G-1 Town Office Building
as approved February 9 1989
The meeting was begun at 7 37 under temporary chairmanship of Ted Edson
until Chairman Kennedy arrived By 8 10 p m all members of the
committee except Ann Wallace had arrived quorum for library business
was attained at about 8 p m
In addition to above-noted committee, Library Director Hilton and
architect John Davies were present for the library business Staff
Coscia and Maclnnes and consultant Rowlands of Chartwell were present
for all school renovation matters
Cary Library renovations and contractor Langton Douglas were highly
praised by all who has seen the library recently ( "looks great ! ") Work
is basically done except for repair of main entrance security gate
carpeting air conditioner compressor unit and fire alarm (delayed due
to need for new box - old system still in place and working) VOTED (at
8 10 p m ) to pay $27 , 075 to Langton Douglas (payment No 5) and
$1 , 693 06 to the architect Agreed to meet at the library next month
High School Field House heat now works , and the field house may even be
too warm A steam-cleaning of the unit at $3 000 (paid from school
budget) did the trick
Clarke Middle School air flow solution may also be at hand Thermal
Control personnel discovered a clogged fine-mesh screen, probably
installed to keep out insects , had been plugged with dirt Because of a
plywood frame , it had been thought that the air intake had been blocked
by plywood, but in reality the area had been quite inaccessible
Cleaning the screen was not in the normal range of custodial duties a
cleaning access will need to be created Committee members noted that a
balancing report had been filled out by a firm called "Correctflow" for
heating contractor Bettancourt Evidently the report was falsified as
it should have noted that no fresh air was entering Balancing
contractor s fee plus $13 , 000 paid to Certified to investigate the
trouble should be returned to the town
Double Doors at High School have been delayed for lack of architect ' s
plan needed so contractor can price fabrication and installation Cost
roughly estimated at $4, 000 Apparently architectural work awaits
financial settlement with TAMS
Other progress notes Reported that J P Construction seems to be foot-
dragging on the last two libraries High School construction should be
just about done except for the above-mentioned double door by the end of
January Auditorium chairs were checked today and just a few broken
springs were found Elevators should be in by the end of January The
handicapped lift will arrive in March only one person needs to use it
at this time The science building waste system is just done Science
building elevator controls are to be redone during February vacation

Chartwell consultants are now reviewi _lg procedures in the field and
division of payment/responsibility between the contract and school
system budget They are also compiling a list of what remains to be
done This listing will be subject of a proposal (for extra money
beyond their contract with the town) more modest than at first
suggested

Clerk-of-Works Verbal Report supplemented and updated information on
Chartwell ' s Progress Report No 26 New cabinets have been supplied at
Harrington High School dressing room plastering was accepted only when
done according to Clerk of Works standards Estabrook computer room
will be done in one week Fiske library will be done by the end of the
school year Diamond library is just about enclosed and temporary
heating is in
Field House Roof agreement has been reached Briggs will redesign and
supervise redoing of the roof The new plan will be checked by the
committee before reworking begins If Briggs cannot reach price
agreement with Morello, they may get another roofer, such as A & M to do
the job Basically the skylights will be reframed and the cap area
extended Edson asked about the missing felt The committee will have
Adler inspect the finished job
Letter from TAMS to the chairman was circulated among committee members
The subcommittee of Edson John Kennedy and Smith will deal with this
finances According to data from consultants $116 , 000 remains in the
contingency account It seems that a $30 , 000 discrepancy that will
result in a J P charge against the town has just been discovered
Actual contingency fund may be only $69 159 Repair of accoustic tiles
in the field house ceiling may be victim of fund shortage Manny says
that ceiling looks awful
Payment of Accounts and Invoices VOTED as presented by Chartwell
(attached)
The meeting adjourned at 9 26 p m until Thursday, February 9 1989 at 1
7 30 p m in the Cary Memorial Library Oval Room, as agreed during
library discussion of this evening
