HomeMy WebLinkAbout1988-12-08-PBC-min.pdf TOW OF LEXINGTON MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of December 8 1988 committee meeting in Room G-1 Town Office Building, as approved January 12 1989 The meeting began at 7 40 p m with a quorum for the library Attending especially for the library were Stella Liu Assistant Director and Ann Wallace of the committee Others present for this and/or the following section of the meeting included Chairman Kennedy, Edson, John Kennedy Scanlon Smith and Touart Also present were staff Maclnnes and Coscia and consultants Aitchison and Rowlands Cary Library committee appointee Wallace reported that the new cabinets look lovely and are almost done Painting is now in progress The electrical work is not yet done and apparently neither is the HVAC work Recently installed ducts seem to have caused cold air to flow into the office formerly occupied by Ms Liu. The HVAC work is supposed to cost $17 600 none of which has been paid The architect has been visiting the job weekly or more often VOTED to pay Langton Douglas $22 800 and architect Davies $1 006 94 for supervision of the contract Quorum for the school renovation project arrived at 8 p m Approval of all minutes not already accepted has been scheduled for the next meeting The secretary was asked to provide a list of all minutes not yet voted approved so that committee membe s can be prepared November meeting minutes approval VOTED later in the meeting This vote included acceptance of executive session minutes but not their release , which would be automatic at the conclusion of the project Among the corrections to stat .ments reported in the minutes were the following Though Iwerks had termed the basketball floor an addition the replacement of this floor was in the KLQ report Furthermore telephone calls to sell the old wood floor had been made by Rowlands not Iwerks Rowlands said that he would correct the date on the minutes to read November 10 and that the vehement dissent of Edson from the committee s "collective decision" (to split the 1988 school renovation work into three bid packages) should be noted Hiah School Field House Roof Briggs is getting in touch with Morrello who presently appears to be out of touch The roof is leaking at the other end of the court , and towels have been put down when necessary A question was raised about the welfare of the new fi.-tures beneath the leaking roof Reports that they are water-filled have not been substantiated Heating problems have been surfacing as winter has been setting in The old gym and locker rooms are overheating at the same time :peculated that the field house heabsng problem may be more than missing insulation Coscia expressed concern that air movement is insufficient and that the fans are not producing enough Rowlands said he has some information on air flow measurements that were taken at the end of the air ducts 1 PCB Minutes 12/8/8S Air Quality at Clarke is still a problem Rowlands is tryingto reach Thermal Control Inc Plywood blocking has been discovered in air 1 handler equipment In the meantime Amtech has been saying, "Get another i report " Chairman lamented that there is nobody to come in and troubleshoot Committee requested that a letter be sent to Amtech expressing the committee ' s dissatisfaction with the job they did on this aspect of the project for $13 , 000 Progress Report Estabrook doors are warped High School is almost complete Auditorium seats are being installed Lobby floor is not universally liked Noted that all of the tiles will be down fully in two or three weeks Final touches will be applied at the high school during Christmas vacation Reported that J P Construction is suing the town because of delays due to rebidding on metals and HVAC There were failures in receiving the order for steel Diamond steel has arrived Fiske steel is yet to come Noted that TAMS may be involved in the delay Rowlands reported that there was a mixup between the contractor and subcontractor Also at Fiske the roof was found to be saturated When cut for the addition water oozed out Insulation was like soft sand-clay However there is no more money to remedy this situation Estabrook computer room roof air conditioner will be delivered in about ten days This and the counters did cause delay Asbestos work remains at Fiske and Diamond Finances VOTED $4 000 extra for double doors for storage near the stage to the rear of existing doors $6 000 extra expense was incurred in cutting the Fiske roof Committee asked if this would affect remaining contingency funds Conclusion of Contract and TAMS A November 7th completion date is given in the contract with TAMS However , architect MacNicholas is on the job daily "It will sift out in the next month or so " a committee member stated A letter from Jim Whalen of Palmer and Dodge was read out loud An unclosed communication loop between the committee and Palmer & Dodge was noted Payment of Invoices as recommended by Chartwell consultants VOTED Meeting adjourned at 9 30 p m until January 12 1989 at 7 30 p m Respectfully submitted, Erna S Greene Secretary to the committee 2
