PERMANENT BUILDING COMMITTEE
Minutes of September 8 1988 meeting in Room G-1 Town Office Building
as approved January 12 1989
The meeting began without a quorum at about 7 40 p m , with Chairman pro
tem Edson presiding Present for the library were Ann Wallace and
Director Robert Hilton Other committee members present as the meeting
began were Johnson and Touart All action was taken. after 8 04 , when
John Kennedy arrived (Ms Wallace remaining until conclusion of library
business) Also present for school were staff Coscia, Maclnnes and
School Superintendent Geiger as well as consultant Rowlands
Cary Library renovation is now well underway, Director Hilton reported
Major portion of the work is masonry, such as extension of the chimney
Millwork for the new cases is being done by a Schwamb Mill worker All
looks good Approval of $12 , 160 payment to Langton & Douglas ($12 , 800
less 5% retainer) VOTED
General progress of schools renovation reported on verbally, as no
written reports were prepared (last reports were distributed two weeks
previously) All schools opened on time Estabrook library is not as
far along as hoped High School Science Building equipment has all been
delivered and can be installed by September 16th Waste connection
however will be done later as the waste pipe beneath the building must
be redone Coscia noted problems underneath the building Gas shutoffs
will be multiplied now approved to four
In the Field House completion of the floor is anticipated by the end or
September , including inserts and basket stanchions The storage area is
now being redesigned by TAMS Lack of availability of this area
regretted Auditorium is to receive all new seats as they were no more
e_.pensive than repair No delivery date is yet set for these or for the
handicapped lift to be installed on the stairs in the hall behind the
backstage Elevators are to be delivered nee-t week Clerk- of -the-Works
Coscia sais he is keeping up with most questions and problems as they
come up For example doors were changed in the ecretarial offices near
the unit elevators and a broken water shutoff in the food area (not
related to renovation work) was repaired
Field House Roof problem was reviewed Town Counsel has all the
information now and the ne: t step will be to communicate with Briggs
then Morello Since the matter probably will not be settled before
winter , the high school will have to live with the existing problem roof
until spring According to Maclnnes the Field House may be sometimes
unusable Superintendent Geiger pointed out that events will have to be
cancelled in bad weather Committee members suggested that efforts be
made to channelize leaking water away from actities Recommended that a
solution be voted at the nert meeting All of the five known roof leaks
(not large ones) are over the basketball court Suggested that $40 000
of insulation cost come from PBC-authorized funds and 5100 000 from the
school budget

Other leaks have been nnttd J house roof leaks observed before repairs
have persisted Maclnnes said a bad area probably was covered over On
the second floor water comes out of a fire alarm bo. A leaky drain is
suspected Committee member Johnson recommended a $100 retrofit drain
The suspect drain cannot be observed due to a basket and gunk VOTED to
ask Adler to look at it and that the condition should be fixed right
away if this repair does not affect roof warranty
Payments VOTED as recommended by consultants (list attached)
Additional payments have been requested by J P Construction Co under
an allowance of $120 000 for work at Estabrook This amount is now
$180 000 and he is asking extra for his add-on Committee authorized
Rowlands to negotiate and come back to PBC with recommendation There
will also be extras at Diamond for items not in the scope of work This
will probably be somewhat more than $10 000 (The speaker system quit
when the fire alarm system was activated ) At Clarke, committee has
been advised of a 10% increase in price of air handling equipment
Amtech is looking into the speaker system at Diamond Committee members
opined that Amtech fell down in its work and that this is mostly TAMS '
problem
Matters of Contention with TAMS List of problems and suggested
solutions asked by the committee so that the issue of TAMS ' $400, 000
extra request can be resolved Recommended that Amtech and TAMS lay all
their problems on the table so that all open issues can be closed
(There ate no arbitration clauses in TAMS ' contract with the Town )
Items not taken care of in change orders include consoles at Fiske and
Diamond Estabrook library and the console at the High School and some
other items not in the Blue Book A list of problems will be prepared
by Clerk-of-the--works, consultant Chairman Edson and Superintendent
Geiger Coscia noted that the Science Building waste system is
presently illegal Amtech did not address this and other above-noted
problems (Example work was held up at Estabrook because a duct would
not fit ) At Clarke the committee has asked Chartwell to get estimates
to correct design deficiencies
Superintendent Geiger noted that progress should soon be seen
The meeting ended at 9 40 p m until Thursday October 13 at 7 30 p m
