PERMANENT BUILDING COMMITTEE
Minutes of July 14 , 1988 meeting in Room G-15 , Town Office Building, as
approved January 12 , 1989
The meeting was called to order at 7 45 p m by Chairman Kennedy, with
other committee members John Kennedy, Smith and Touart present Also
attending were staff Coscia and Maclnnes as well as consultants
Aitchison and Rowlands of Chartwell
Approval of minutes was postponed until the next or regular meeting
Contract contest over bid package 5 has been decided in PBC' s favor;
Morello ' s appeal of the decision was also thrown out
Progress Report on Bowman and Bridge still the same Installation of
baseboards is waiting for the shelving to be done
Progress on final package with Seaman Bratko was described as
"difficult , " i e it will not all be done over the summer vacation
•The high school will be the biggest problem, because suppliers for items
such as science cabinet tops and elevators are lagging Among the
difficulties are utilities discovered in areas such as elevator shafts
and not where shown on "as built" plans Elevators will be encased but
not installed when school begins , the lobby will be essentially done
except for display cases Harrington will also be unfinished when
school begins; the library work area will need to be covered in
A week's delay occurred in demolition work because the contractors could
not begin before school ended in June Asbestos and dirty work will be
done first Asbestos removal is in progress everywhere except
Harrington and Estabrook (those to be done in August) There may be
some hot water inconvenience due to need to reinsulate
Consultants are working on lists with contractors so that in two weeks
there will be a clearer picture of what work will be done or not done
before school begins in fall Recommended that this year the committee
and school department issue a statement on status of the renovation work
in the third or fourth week of August Thus better public relations and
focus on accomplishments may be attained, rather than whatever
untidiness a newspaper reporter might spot
High School Elevator/Handicapped Lift alteratives are severely limited
There is no space for an elevator near the loading door unless part of a
classroom is sacrificed Because construction of an elevator is both
problematic and considerably more expensive, a handicapped lift on the
stairway behind the auditorium is still being planned Principal Wilson
will be informed of this
Budaet Update Contengency monies are now at $677 , 636 out of which will
come about $100 ,000 for asbestos removal About $90 ,000 may be needed
for additional air handling equipment at Clarke, where there are now
many small units (Committee asked if Amtech would pay for some of this
expense due to their inadequate solution KLQ also misdiagnosed the
Clarke air quality problem in calling for restoration of original
design ) Proposals to correct the situation are being collected for the

Hiah School Field House problems of heating and roof may be related
Engineer David Adler of Simpson Gumperts , who has inspected, has stated
that the roof was not but should have been insulated according to code
In addition, there is a bad seal According to Adler, the design is
inadequate; the PVC cap should have come down 20 feet farther, and
installation was poor No roof paper was found beneath a section
removed for inspection Two suits are possible for legal redress one
addressing the bad design and poor supervision of Briggs and the other
addressing poor work by the roofing contractor It appears that the
roof will need restripping and reconstruction Expenditure of up to
$480 ,000 may be needed for the whole roof ; $260 ,000 for the PVC alone
Committee members noted that Briggs did not comment on the bad design of
the alternative selected The committee was told that shingles were
0 K Briggs recommended full-time supervision, Bonica's poor
supervision was paid for by the town Apparently in recognition of this
poor service, his superior Noblin is now the project engineer
Because the insulation is not according to code, the roof solution will
affect the heat situation The committee will request legal advice on
implications of forthcoming actions on the roof In addition to the
poor supervision, sealing and decking over former skylight openings are
obviously faulty Depressions in those areas can be observed from
outside and carpentry inside is haphazard Concern expressed also that
Briggs ' asbestos inspectors are not qualified
Library Action In a few days , as soon as performance bonds have been
posted, contract will be signed so that work can begin Approval VOTED
for payment of $1350 to Davies and Gibbins for completion of
architectural work Architect 's supervision (at $3,750) is included in
the contract Confidence expressed that the work would be done well
TAMS reauest for fee adiustment was presented in their letter of June
22 , copy to be sent each committee member Subcommittee of Edson, John
Kennedy and Smith will review it in detail and recommend committee
action Noted that at the time of their selection TAMS were told their
bid was lower than others and asked why (Answer "different estimating
method ") Already extra funds have been paid them twice History of
their fund requests will be reviewed Altogether $450 ,000 extra is now
being asked for overruns Maclnnes commented on the architect ' s slow
performance so that bids went out later than hoped and specifications/
plans often reached him after bid requests had been issued
Hard decisions on remaining contingency funds are ahead committee
noted Second opinions are needed on the Clarke air quality and high
school field house, both problems that must be solved School
administrators are unhappy with the new high school PA system, it does
not satisfy need for classroom to central office communication
Discussion with New School Superintendent took place briefly following
his arrival at 9 23 p m , along with School Committee Chairman Newman
Scenarios of school openings and high school field house and elevators
were sketched Superintendent requested a guided tour of the buildings ,

and this was scheduled with Rowlands Wednesday, July 20 at 2 30 p m
Other Items Some concern was expressed that leaking from the field
house roof might harm the new lights that are ready to be installed
Coscia assured that the leaks were probably not extensive enough to
damage these Diamond Middle School clocks are working now Not known
if they will continue to work when computers and other equipment go on
Extra Meetings were scheduled for July 28th and August 25 , in addition
to the regular meeting on August 11 , so that work progress and public
relations can be better managed
Meeting adjourned at 10 07 p m until July 28, 1988 at 7 30 p m
