The meeting was called to order by Chairman Kennedy at 7 40 p m with other committee members Edson Johnson John Kennedy Scanlon Smith and Touart present (all) Also attending were staff Coscia and Maclnnes and consultant Aitchison and Rowlands of Chartwell Acting high school principal Wilson Acting Superintendent Zimmerman and School Committee Chairman Newman arrived at 8 30 p m Amendment and correction of April 14 1888 Minutes page 3 regarding firm selected to study air quality at Clarke Middle School noted (Approval and correction dates were also corrected\amended on page 1 ) Minutes of May 12 1988 were approved as extensively amended Action Items as listed on agenda already taken care of by the consultant TAMS claim for additional funds Committee decided to request the architects to state their case in a letter that the committee could digest before taking action Clarke Air Quality According to contractor Be'tLaneourt the system was balanced and working when they finished their work However Certified found elevated carbon dioxide levels due to insufficient circulation and air exchange Maclnnes said that complaints of poor air quality have existed since the school opened No money was allotted to this problem because it was believed restoration of the original design would be sufficient However the original design was deemed inadequate Although new exhaust fans have been installed in guidance and laboratory areas , air circulation is still insufficient Amtech, Certified Chartwell and TAMS need to address this problem TAMS has the original drawings An Asbestos Management Plan has been proposed by Briggs for $27 500 The committee does not wish to include this in the project Maclnnes is concerned with starting afresh, since Briggs price is lower than any other would be and even lower their rough estimate given when they met with the committee on this subject Maclnnes would like PBC funding, since that would include 60 pe cent SBAB reimbursement Committee members are not willing to commit funds until they know if any will be left after covering all number one priorities A prioritized list of items left out , along with their costs was requested by committee members Kennedy Review of contested Estabrook/Harrington Bid Package At last muting it was decided to award the contract to Seaman Bratko rejecting Morello Ten days later Morello filed a protest , alleging that the rejection was capricious and arbitrary A hearing was held by the Department of Labor and Industry (DOLT) on June 8 and both sides presented their case The high school field house roof was brought into the issue The PBC stated that its decision was based upon Morello s PBC Minutes 6/9/88 lack of responsibility in dealing with complaints on leaks and upon performance reference checks as reported to the committee Morello tried to refute the committee ' s statements with newly obtained evidence Iie also contended that the roof was improperly designed A speedy decision was requested by the PBC Average decision time is two weeks The committee mulled how best to handle the inevitable construction delays Libraries are vital , visible and essential to school operation, Maclnnes pointed out Estimated that 60 percent of the work would have to be done during 'ummer vacation and that about 40 percent could be done during the school year Libraries could be moved into gymnasiums during September and October Committee decided that if the decision is in our favor Seaman Bratko should get the contract If the decision is in Morello ' s favor, committee considered but decided not to reject all bids (This summer s window would be missed entirely and next year would probably cost more Furthermore , Morello could bid and get the job next year In any case the scope of work would probably have to be reduced ) Clerk-of-the-Works Coscia assured that the job would be done correctly whoever the contractor is VOTED to go with whatever contractor wins the DOLI decision and go ahead (Noted that a sheet called "Protest Update" is not a public document ) Acting Superintendent Zimmerman emphasized that the school administration will need lead time for publicizing if school opening is to be delayed Memorandum from Maclnnes on School Issues was discussed particularly in relation to need for a freight elevator in the high school and substitution of wheelchair lift on stairs instead of handicapped elevator VOTED to request TAMS to investigate double piston elevator sustitution in C-house , where beam and ground water problems appeared to be making elevator installation nearly impossible Committee also asked if a vertical wheel chair liff could be considered Maclnnes noted that among the subjects of a staff grievance were the gym lockers that had been painted instead of replaced Principal Wilson was advised to see Maclnnes or Coscia on problems with work being done at the high school i Progress Report on Bridge and Bowman schools is unchanged Package 4 Fiske/Diamond filed subbids problems were repern.ed The only HVAC bid was $70 000 above budget ($110 000 versus $175 000 bid) and no bid was received on miscellaneous metals Chartwell to review this General contractor for this package is 3 P Construction High School Field House Roof is not being fixed by Morello due to panding court case Morello has notified Briggs Morello has hired their own engineer in an attempt to prove that original design was deficient PBC-hired engineer Simpson Gumpertz and Heger will get up on the roof next week Payment of Accounts discussed in light of concern that subcontractors are not being paid promptly and are complaining Edson asked if interim 4 PBC Minutes 6/9/88 certification is possible This is done only at the end Subcontractors have been advised that they can request direct payment VOTED to pay accounts as recommended by consultants Coscia questioned payment of J P construction for concrete not yet poured However , the contractor threatened to hold up the work if not paid as requested Hioh School Field House HVAC Study and Design by Amtech at $1 000 VOTED by the committee Meeting adjourned at 9 59 p m
