PERMANENT BUILDING COMMITTEE
Minutes of May 12 1988 Meeting in Room G-1 , Town Office Building, as
approved June 9 1988
The meeting was called to order by Chairman Kennedy at 7 45 p m with
other committee members Smith, Touart and Wallace present for library
discussion Also present for this section of the meeting were Cary
Library director Hilton Selectman/Trustee William Dailey and architect
John Davies
Bidding for Library Renovation Reported that low bidder was Langton
and Douglas Construction Co Recommended accepting his bid as well as
Alternate No 1 at $5 300 according to subbid of Pioneer Electric Corp
This was VOTED unanimously
The architect ' s fee of $15 000 is being paid from the town manager ' s
professional services account About $136, 000 is needed for doing the
work The article for library renovation appropriated $125, 000; $25, 000
can be made available from library maintenance funds to complete the
work, including $3 , 750 rounded to $5, 000 for construction contingency
A letter of intent is to be sent from the selectmen or a town official
to get the contractor aboard while the town counsel is drafting the
contract documents Recommended that the work be done over the summer,
especially that related to heating ventilation and air conditioning
Library section of the meeting ended at 7 53 p m , and committee member
Wallace, library staff , architect and Selectman\Trustee Dailey left
The school renovation section of the meeting began about 8 05 p m
Additional attendees included committee members Johnson and Edson, staff
Coscia and Maclnnes and consultants Aitchison and Rowlands of Chartwell
Progress Report Bowman and Bridge finishing touches will be done
during summer vacation Clock problems at Diamond are complex The
school ' s IBM energy system is not compatible and spikes on the line are
yet to be tracked A rat ' s nest of wires remains The console in the
auditorium has been gutted and awaits parts for completion It appears
that Amtech the engineers had not researched sufficiently to solve the
problems Clarke clocks are not yet OK either 15 to 18 of them (at
$100 each) are not working High school field house floors have been
ripped up by Seaman Bratko Support inserts in the floors are causing
some problem At Fiske J P Construction is excavating for the library
The blacktop area is stripped and footings have been dug
Estabrook/Harrington Bid Package low bidder was Morello by about $5, 000
below Seaman Bratko Due to concern about the possibility of litigation
and delay, Chartwell consultants advised accepting Morello ' s bid
However, committee members expressed concern about the quality of
Morello ' s work Consultants reported that a TAMS ' survey of Morello-
built project owners revealed inconsistent performance Based on TAMS '
information the committee VOTED to reject Morello ' s bid and award the
contract to Seaman Bratko Consultants offered to gather more
information about Morello ' s performance on housing jobs, if the award
should be contested

Some continuing problems Clerk-of-the-Works Coscia expressed concern
about the schedule and the amount of work to be done over the summer
At Harrington there will be a hole in the floor waiting for an elevator
to arrive
Field House Roof leaks are continuing Briggs has been told of the
problem, and their man Bonica (who said he thinks the problem is at the
caps) visited the site with Morello However, leaks persist
Consultants Simpson Gumperts have been hired but have asked for a
retainer They will inspect the job Several present recommended wider
caps Concern expressed that Morello may claim vandalism as the cause
of present leaks Already vandals have punched two holes in the
Sucaflex and broken some glass blocks A second letter has been sent
Morello regarding leaks The committee will meet on May 26 to review
the roof situation
Clarke Air Quality Study has been completed by Certified Engineers
Basically there is no toxic problem, they stated, but there are elevated
levels of carbon dioxide Air circulation/exchange does not meet
present codes
Asbestos Management Plan proposal has not yet shown up at Maclnnes '
office , as promised by Briggs Consultants will remind Briggs
Construction Update remains at 96 1 percent complete same as last
month
Payment of Accounts as listed by consultant VOTED
Budget status (using Morello bid amounts) is right on target - a
milestone !
Problem of TAMS Request for More Money will be tackled by a
subcommittee of Edson, John Kennedy and Smith, who will hopefully
propose a solution
Minutes of April 14 1988 Meeting were approved as extensively amended
After setting up tentative meetings for May 19 (in case contract No 5
award is contested) and 26 (for reviewing high school roof problems) as
well as next month ' s regular meeting on June 9 , the committee adjourned
this evening' s meeting at 9 48 p m
