PERMANENT BUILDING COMMITTEE
Minutes of April 14 1988 committee meeting in Room G-1 , Town Office
Building, as approved May 12 , 1988 and corrected June 9 , 1988
The meeting was called to order by Chairman pro tem Theodore Edson at
7 40 p m with other committee members Johnson J Kennedy Scanlon,
Smith and Touart present Chairman Kennedy arrived at 8 55, during the
school renovation section of the meeting Others present for this
discussion of library renovations included architect John Davies and
library director Hilton
Davies reported bids for library renovations were going well Ten
contractors and a number of tradesmen had taken out plans; one or two of
them did not appear serious Heating/ventilating engineering subbids
are due April 22 Time pressure for bidding is off since Town Meeting
has already voted a $125, 000 appropriation for the project
Bid dates may have to be extended since the state has not yet supplied
information on current prevailing wage rates This will have to be an
addendum to the bid package If this information is not received in two
days bid period will be extended Committee members recommended that
15 rather than five days should be allowed between issuance of addendum
and bid due date, due to financial significance of wage scale
Davies passed around revised estimates for the project with and without
Alternate 1 (fire protection) He also recommended a revision in his
contract to carry liability insurance through completion of bid
documents
Following discussion of need for compatibility of new air conditioning
compressor with the existing one committee VOTED to authorize
proprietary item in the bid, i e a rebuilt York compressor unit
Also VOTED to authorize payment of $2250 to Davies on bill dated March
8 1988 and $12, 216 86 on statement dated April 14 for work done, plus
$876 for printing of bid documents This represents 91 percent of the
$15, 000 the architect ' s contract; the remainder will be due when bids
are received
Library section of the meeting ended at 8 05 p m and those associated
with only this project departed
Present and participating in the schools renovation discussions that
followed were School Committee Chairman Newman school business
adminstrator Maclnnes and consultants Aitchison and Rowlands
Minutes of January February and March committee meetings were approved
as submitted
Progress reports Bridge/Bowman are nearly closed out Roof still
leaks at the high school Town Counsel has drafted letters to Morello
with copies to the bonding company and Briggs, serving notice that the
town intends to enforce its contract and expects a watertight roof
Still to be seen if recent inspections and corrective measures have
eliminated the leaks Maclnnes opined that the caps could be too narrow

and skin area at the top too small Repairs are being done with a
caulking gun John Kennedy questioned whether the problem was a design
difficulty or construction deficiency Committee members commented
negatively on the quality of supervision by the Briggs person on the
job Aitchison noted that to get to the root of the problem another
engineer should be called in Committee recommended that the CEO of
Briggs be given this message
"If you can' t solve the problem by (date) we will have to take further
action " Cost of consultant mulled Briggs ' Bonica reported to have
concern about the caps; and they were further sealed Committee asked
consultants to look around for an engineer to give another opinion
Package 3 contract has been let to Seaman Bratko This included a filed
subbid on asbestos
Asbestos Management For this discussion David Cooper of the Briggs
Asbestos Division arrived at 8 30 p m New regulations dating from
October 1987 are in effect and require an asbestos abataement management
plan The survey done by Briggs would qualify since amounts , location
and types of potential for hazard were documented A management plan
must be in place by October 12, 1988 If the enforcement agency under
the Asbestos Hazard Emergency Response Act (AHERA) is not satisfied that
sampling is not adequate to assure no asbestos hazard, areas must be
torn apart for reinspection Most asbestos exists in boiler rooms At
Diamond a spray material containing asbestos was used on some ceilings
This must be inspected to maintain status Cooper suggested considering
future price rises Every six months there must be an inspection that
could be done by someone in town employ A professional accredited
inspection is required every three years
A management plan must be prepared for each school Cooper thought this
would cost about 40 percent less than full price (about $40 , 000?) due to
previous work done by Briggs There is a move afoot in Congress to
extend the deadline for plans , but committee members did not recommend
counting on this Penalty for not having a plan would be $5, 000 per
school per day Cooper described the database management program his
firm has using Macintosh computers Committee members reminded that
purpose of discussion is to separate the current project from ultimate
responsibility Cooper estimated roughly $2 000 for inspection per
school and management planning about $10 , 000 Cost of abatement itself
would be additional Cooper suggested some of the the initial costs
might come "off the bottom of the contract " - except that this kind of
contract must be direct with the owner of the buildings A financial
sheet showing worst case scenario was distributed Cooper agreed to
submit Briggs management plan proposal to Maclnnes
Bid Package No 5 containing the remaining $750 , 000 for the Estabrook
and Harrington libraries will be opened next Friday Noted that bids
for the high school are on target If bids for the last package are
also on target $150 , 000 would be left in the design contingency
Bid Package No 4 was recommended to be let to J P Construction by the
consultants

A Grievance on Conditions at the High School Field House has been
received by the School Committee Heating/ventilating problems have
been especially noted Manny Coscia is looking into what balancing is
needed
Construction Report Work begun in 1987 is now 96 percent complete
Carpeting except for base is finished at Bowman and Bridge , with
cabinets and shelving to be done at the latter Clock systems are still
a problem, especially at Clarke Chairman Kennedy commented that
estimating has been difficult with asbestos work tripling
Report to Town Meeting to be produced by Jim Scanlon, will contain a
summary of original estimates and actual costs
Clarke Middle School Air Quality bids were received from Briggs
($5, 000) , Hygeia ($12, 000 estimated) and Certified Engineering ($12 , 000
firm) Briggs was not selected because their bid was incomplete and not
according the specification Certified was recommended and VOTED
Payments VOTED to Carmone (final) for one day ' s work, subject to OK by
Chartwell; and to those recommended by Chartwell (list attached)
Meeting adjourned at 10 10 p m until Thursday, May 12 , 1988 at 7 30
