PERMANENT BUILDING COMMITTEE
Minutes of FebruarIll 1988 Meeting in Legion Room, Cary Memorial
Building (The meeting began late due to confusion on its location )
The meeting was called to order at 7 53 p m by Chairman Kennedy with
all committee members , including Library appointees present except for
John Kennedy In addition consultants Aitchison and Rowlands of
Chartwell , staff Coscia and Maclnnes and library director Robert Hilton
and architect for library renovations John Davies were present
Library alterations contemplated were enumerated by Davies Remove
metal-glass doors in lobby and move security gate to preserve original
spirit of lobby and to extend wall and install a door to create another
original-style door This will create more shelving space beginning in
the lobby The assistant director ' s office will be enlarged and the
outer entryway improved Among the problems needed to be solved in the
renovation project is the noisiness of the computer system' s line
conditioner The noise and heat of this equipment spoils the old closed
stack room adjacent to the computer room Committee members recommended
that a new surge protector (line conditioner) be considered
Engineering challenges will include improvements to the boiler room due
to insufficient air supply Fan ducts, flue and pressure in the boiler
will be checked A new air conditioner compressor costing $12 , 000 to
$14 000 will probably be needed, as only one is now dependable Fire
protection and alarm system will also be checked with Davies ' engineer
The present heat detectors , not old are checked regularly and work

Replacement of the present flat roof would cost from $100 000 to
$120 , 000 Repair without replacement would cost about $108 000 The
present roof "looks terrible" (bubbly, as shown in a picture by Hilton) ,
but it does not leak Concern expressed over the large proportion of
the total renovation budget the roof would take VOTED by committee to
not consider roof replacement\repair at this time
Among items that might be included in maintenance budget were downspout
repair and painting of wood trim and gutters (latter could be "shared"
with maintenance, director said)
A design meeting will take place next Tuesday Design and development
should be done by February 26 and then specifications will be prepared
By the end of the following week contract documents would be ready
Davies promised a presentation at the next committee meeting March 10
A six-week bid period is anticipated with figures expected by April 29
Committee response may be solicited in quick morning meetings if needed
Schools renovation prolect review with architects Iwerks , Manford and
MacNicholas and specifications about three inches thick ensued
High school details , beginning with auditorium and lobby, were reviewed
since detailed plans had refined some areas Lobby ceiling cannot be f

raised due to beams Lighting and reflectivity will be added, as well
as a new pebbly tile floor There will be special lighting in the
entries The balcony light booth will have more windows for more
controls
In the science all counter tops will be replaced with new ones with
integral sinks Concern expressed about the footings and nature aof the
ground beneath the building Architects thought it was OK
(MacInnes related that a fire occurred last night in the mechanical room
due to a dust collector explosion )
In the field house ceiling lights will be replaced with larger ones;
none will be added The Fire Deparatment has OKed smoke and heat
detector plans and prescribed additions incorporated into plans
Fiske/Diamond libraries project plans will be ready in one month The
configuration of the area to be converted from the present library was
discussed MacInnes asked if the Fiske excavation could include removal
of oil pumps and replacement of pipes in the area near the library
Asked if DEQE notification was needed Architects will check Plans
for Harrington and Estabrook will also be forthcoming
Package dates for February March and April were reviewed
Review of Progress Report No 16 Installation of cabinets will begin
next week at Bowman Accoustical work in the Bridge and Bowman gyms
will begin Saturday and continue through next week Clarke still has a
clock problem New wiring may be needed
Budget. Because of possible encapsulating, Diamond budget is carrying
$170, 000 hightthan may be necessary Noted that TAMS estimated for high
school appear high
Construction Report #6 Most items are 93 percent complete Morello
workmen still have to come back as the field house still leaks
Interest in bidding appears high at this time; a response summary sheet
was shown Concern expressed that electrical work will require shut
down of systems for anywhere from two days to two weeks Should an
emergency generator be considered?
Account payments as presented by consultant VOTED by committee
Meeting adjourned at 9 53 p m until Thursday March 10 at 7 30 p m in
Room G-1 , Town Office Building
